(Construction) – Hai Phong city is an urban area with a long history, associated with a long process of construction and development, a grade 1 city, directly under management of central government, a central urban of Red River Delta, one of six key essential economic regions of the country. Over last time, Hai Phong city has gained new imprints in embellishing, upgrading, and expanding urban space.
Besides investing, constructing and developing the city to become a livable, civil, modern city, and worthy of being a national city type 1, embellishing and upgrading the urban, existing residential areas and urbanized residential areas have been one of the city’s most important tasks. With the goals of upgradation and improving the quality of people’s life and creating a fundamental change in the awareness of the authorities at all levels about protecting and preserving values of history, culture, architecture and urban landscape of Hai Phong city, and also the chance for city to pay attention and overcome unreasonable situation in process of urbanization. Thereby improving the efficiency of management, exploitation, and efficient use of natural resources, land, optimizing the operation of infrastructure, technical and social facilities to serve communities and people in the city.
To implement effectively the city’s urban development and urban embellishment and upgration, Hai Phong city has been given a specific attention and direction of Politburo, which was to issue Resolution No. 45-NQ/TW dated 24 January 2019 on Hai Phong City Construction and Development by 2030, vision to 2045. The National Parliament promulgated Resolution No. 35/2021/QH15 piloting specific mechanisms and policies on developing Hai Phong City to manage tasks making initialization the Resolution No. 45-NQ/TW of the Politburo on Hai Phong City Construction and Development by 2030, vision to 2045. Besides, the Politburo issued Resolution No. 06-NQ/TW dated 24 January 2022 on master planning, managing, and developing sustainably Viet Nam’s urban by 2030, vision to 2045.
The aforementioned resolutions are direction and legal corridors for Hai Phong city to implement guidelines and policies on urban construction and development. Currently, the City has been implementing and concentrating on urban development, also attaching urban embellishment and upgrading according to the year’s working program in which having put into essence the urban development and expansion towards 03 directions for urban development.
Such connecting bridges to enhancing fast-paced development of Hai Phong’s economic, transport, and trade performances
The development in the North is new urban area North Cam River of Thuy Nguyen district with crucial items such as building the city’s administrative and political center, amusement and entertainment areas, accommodation, Vu Yen ecological park, in which the administrative and political center in the Northern side of Cam River was started for construction in direction of more green space growth.
The Eastern has been for building residential areas serving Cat Ba Island tourism, employees’ residential area in Dinh Vu (Hai An District), Cat Hai (Cat Hai Island District) and logistic service to car-cable line Cat Hai – Cat Ba, continuance of international deep-sea gate away port at Lach Huyen; complex of manufacturing and outsourcing factories, and high-luxurious resorts and amusement facilities for relaxation tourism at Cat Ba island.
Southern East has been put for outstanding development of Do Son District, riverside of Lach Tray River, with implementation of numerous projects which have been in synchronous investment and construction regarding modern technique facilities system at the Southern gate of Hai Phong, such as completion of Dragon Hill Tourist Area, investment in tourist projects at Do Son (of Do Son District).
In 2022, the City People’s Committee issued Plan no. 36/KH-UBND implementing Topic of 2022 which content is “Boosting up the urban embellishment and modernization – modeling new rural areas – digital transformation”, identifying concrete targets and measures on the city’s embellishment and upgrading that has made contributions to our breaking steps forward construction and gradual development of Hai Phong urban modernization with proper and unique features of a port city, accomplishing criteria of the urban type 1, moving forward to meeting criterion on specific and smart urban.
In order to improve residential life quality and increase green scale in the city, administrative management levels of the city have focused on implementing programs on mechanism supporting materials, renovating some parks, flower gardens and planting new trees in districts’ areas, planting an additional number of 3,302trees, investing additionally 62 parks in 07 districts with a total area of about 71 ha in years of 2021-2025. In 2021, the city invested construction of 08 parks, among which 04 parks have been put into operation (those are parks in Quan Toan ward of Hong Bang District, one at 53 Lach Tray Street, Ngo Quyen District; parks at Hung Dao Ward and Hai Thanh Ward at Duong Kinh District) and have been completed 04 other parks (one at Ho Sen of Le Chan; one at Dang Hai of Hai An; one at Dong Hoa of Kien An; one at Hai Son of Do Son).
In years of 2022-2025, tentatively continuing investment for 54 parks and flower gardens within purpose of greening urban, upgrading the city dwelling life quality and making contribution to complete criteria of urban type 1 in the city’s area and toward target of the specific urban criterion in 2030 according to request notified in the Resolution No. 45-NQ/TW of the Politburo on Hai Phong Construction and Development.
Remarkably, there have been 205 old residential buildings in the city; among those buildings 07 ones were already built, 31 old residential buildings have been on way of embellishment and reconstruction completion according to regulations. The City People’s Council also approved the scheme on social accommodations construction in combination with copying with accommodation for households living in old residential buildings in the city’s area that was noted in Resolution No. 04/NQ-HDND dated 12/4/2022 on social accommodation construction combined with tackling accommodation request of households living at old residential buildings in the city, that makes contribution to develop social accommodation fund in the city, in attachment of embellishing and constructing old accommodation buildings for high efficiency and an addition to social houses fund in the city to contributing to stabilize dwellers’ life.
In addition, Hai Phong has gathered sources to invest and construct transport facilities synchronously, modernly, and significantly toward the city’s development and dwellers’ life stability. Dozens of inter-province road lines with well-built 46 bridges, dozens of ferry and wharf stations got replaced with tough and modern bridges. Specially, 118 inner city roads were paved with smooth asphalt. Key intersections were renovated and expanded, which has clearly changed architecture and urban landscape in the city.
To add, the City People’s Council approved Resolution no. 05/2018/NQ-HĐND dated 12/7/2018 on materials supportive mechanism (concrete, pavement tiles, light and green) to pavements and deteriorated alleys improvement and upgradation in districts, such as supporting implementation of 10,208 LED light buds established at 3,298 alleys; 3,302 trees planted at 156 lane routes; 28,659m2 pavement tiles at 29 lane routes; 26,111 tons of concrete for upgrading 2,037 lane routes with a total length of 158km.
Ongoing time, the city will continue mobilizing resources for investment and construction of essential transport infrastructures, meeting requests and targets notified by the Politburo at the Resolution no. 45-NQ/TW on Hai Phong Construction and Development, that would make a contribution to restructuring, improving, and embellishing the city’s urban appearance according to requests at Resolution no. 06-NQ/TW of the Politburo dated 24/01/2022 on master planning, constructing and managing sustainable urban development of Viet Nam.
Hai Phong City will continue to maintain high growth momentum towards the target which is motivation for the Northern region and whole country’s economic and social development, focusing on implementation of the city’s construction and development targets, paying attention to the three breakthrough solutions which include constructing, developing, and modernizing urban Hai Phong carry out unique features of a Port city; highly concentrating on master plan, management, and urban architecture; accelerating speed of development, urban spatial expansion towards 03 breakthrough arrows; focusing on transport infrastructure and industrial parks’ facilities development, dramatically tackling investment procedures, notably ground clearance and being already with conditions calling for new investment flows, prioritizing outsourcing, creation, high-tech and environment-friendly industries so that Hai Phong would become one of national industry hub. Developing Hai Phong to become a center of tourism across the country with a focus on tourist facilities development, especially tourist projects, trade centers, international-standard luxurious resorts, creating the city’s typical tourism products attached to the sea and islands, historic and cultural relics.
In order to continue making breakthrough steps in developing the city in terms of economic and social performance, urban widening to meet the city’s role and location in national urban system, ongoing years, and the city will pay attention to implement certain measures. Continuing to thoroughly grasp and strictly implement the Central’s direction on urban Hai Phong’s development, in which focusing on “dual-targets” implementation: preventing and combating the pandemic COVID-19 and recovering and developing economy.
Expeditiously implementing the National Assembly’s Resolution on piloting, a number of specific mechanisms and policies for Hai Phong City’s development and developing Project on free trade zone establishment in Hai Phong City.
Continuing growth model innovation, economic restructure toward developing the 03 main poles including high-tech industry, port – logistics, tourism –trade, facilitating land fund and facilities to calling for new industries, high-tech, industrial projects at big scale carrying modern and clean techs, high additional values, and making good contribution to the city’s budget. Focusing on port and logistics services development and modernization. Kicking up investment and construction projects on container terminals numbered 3, 4, 5, and 6 of Hai Phong international gateway port. Expanding the area, calling for investment resources to develop tourism types and products, in which a concentration on supporting growth of three core tourist products: island tourism, sportive tourism, and agricultural and rural tourism.
Finally, embellishment and modernization of urban areas; development of synchronous and modern transport infrastructure. Strive to implement of construction investment project of cargo and passenger terminal 2 of Cat Bi International Airport.
At the same time, promoting the implementation of digital transformation in Hai Phong city by 2025, with a vision to 2030, concentrating on building a shared infrastructure, platform, and services with the city’s digital government as a core and foundation for building and developing digital government and smart cities in Hai Phong city.
