On the morning of April 8, 2026, during the First Session of the 16th National Assembly, a significant high-level personnel agenda was conducted. With high consensus and confidence, the National Assembly officially passed a Resolution approving the appointment of Mr. Lê Tiến Châu, a Member of the Party Central Committee and Secretary of the Hải Phòng City Party Committee, as Deputy Prime Minister of the Socialist Republic of Vietnam for the 2026–2031 term.

A Rigorous Approval Process with High Confidence from the National Assembly
According to the working agenda of the third day, Prime Minister Lê Minh Hưng presented the list of nominees for the National Assembly to approve the appointments of Deputy Prime Ministers, Ministers, and other Cabinet members. Following discussions in delegations and at the plenary session, the National Assembly proceeded with electronic voting.
The results showed overwhelming support from the people's representatives. Specifically, out of 485 delegates participating in the vote (representing 97% of the total National Assembly members), 484 voted in favor of the appointment. Alongside Mr. Lê Tiến Châu, the list of Deputy Prime Ministers for the 2026–2031 term includes Mr. Phạm Gia Túc, Mr. Phan Văn Giang, Ms. Phạm Thị Thanh Trà, Mr. Hồ Quốc Dũng, and Mr. Nguyễn Văn Thắng. This new government leadership team is expected to create powerful breakthroughs for the country’s development over the next five years.
A Strong Profile and Academic Foundation
The new Deputy Prime Minister Lê Tiến Châu was born on October 5, 1969, in Long Chữ Commune, Tây Ninh Province. He was rigorously trained and holds a PhD in Law along with a degree in advanced political theory. Prior to this appointment, he served as a Member of the Party Central Committee for the 13th and 14th terms and as a Delegate of the 15th National Assembly.
His academic background and extensive experience in the legal field are prominent highlights of his professional profile. The Deputy Prime Minister spent many years in teaching and educational management at the country’s leading law schools, which formed a critical foundation for his philosophy of governance through the rule of law.
A Diverse Career Trajectory from Central to Local Levels
Deputy Prime Minister Lê Tiến Châu’s career is a journey of growth through vivid practical experience, having held various key positions in both central agencies and major localities.
- 1994 to 2016: He began his career as a lecturer at the Ho Chi Minh City University of Law, later holding leadership positions at the Department and Bureau levels within the Ministry of Justice in the South. From 2015 to early 2016, he served as the Director General of the Organization and Personnel Department at the Ministry of Justice.
- Leadership at the Ministry of Justice and tenure in Hậu Giang: Starting in 2016, he served as Vice Minister of Justice while simultaneously acting as the Rector of Hanoi Law University. In March 2018, he was transferred to Hậu Giang Province, where he held major responsibilities as Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and eventually Secretary of the Hậu Giang Provincial Party Committee.
- Tenure at the Fatherland Front and Hải Phòng City: After his time in the locality, he served as the Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front starting in June 2021. In January 2023, the Politburo assigned him as the Secretary of the Hải Phòng City Party Committee. During this period, he also served as the Head of the 15th National Assembly Delegate Delegation for the port city.
Following the merger of provincial-level administrative units on July 1, 2025, he continued to be trusted with the position of Secretary of the Hải Phòng City Party Committee, leading the city through new challenges of streamlining the apparatus and socio-economic development.
Expectations for the New Role in the 16th Term Government
The appointment of an official with experience leading a centrally-governed city like Hải Phòng and a profound legal background shows the orientation of the Party and State toward perfecting a streamlined, effective, and efficient Government apparatus.
Under his leadership in Hải Phòng, the city achieved many positive results in growth targets, digital transformation, and the ambition of building a globally competitive maritime megacity. His experience in managing a large urban center, attracting foreign investment, and administrative reform in Hải Phòng is believed to be a valuable asset for his contribution to the general governance of the Government on a national scale.
Immediately after he took on his new duties in the Government, the Hải Phòng City Party Committee consolidated its personnel; accordingly, Mr. Lê Ngọc Châu was elected as the Secretary of the Hải Phòng City Party Committee to succeed Mr. Lê Tiến Châu, effective April 10, 2026.
With the approval of the National Assembly, Deputy Prime Minister Lê Tiến Châu and the 16th term Government will immediately begin implementing the Resolution of the 14th National Party Congress, focusing on socio-economic development goals, public investment, and promoting national growth in the new era. Citizens and voters across the country expect the new Deputy Prime Minister to utilize his intellect and courage to excellently fulfill his assigned tasks, contributing to the construction of a facilitating, integrity-driven, and people-serving Government.
