On the morning of April 10, 2026, in Hải Phòng, the Hải Phòng City Party Committee organized a conference to announce the Politburo's Decision regarding personnel work. An Important Decision by the Politburo
At the conference, on behalf of the Politburo, Mr. Nguyễn Duy Ngọc—Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Organization Commission—presented Decision No. 136-QĐNS/TW dated April 9, 2026. Accordingly, the Politburo approved Mr. Lê Ngọc Châu—Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the Hải Phòng City People's Committee—to hold the position of Secretary of the Hải Phòng City Party Committee for the 2025–2030 term. Additionally, Mr. Lê Ngọc Châu was designated to join the Party Committee of Military Region 3.
The conference was attended by Mr. Lê Tiến Châu, Member of the Party Central Committee and Deputy Prime Minister (former Secretary of the Hải Phòng City Party Committee), along with leaders of Central agencies, the Military Region 3 Command, and the city's leadership collective.
Vision and Mission for the Northern "Growth Pole"
In his directive speech, Mr. Nguyễn Duy Ngọc affirmed that Hải Phòng is one of the country's leading economic, industrial, and seaport centers and a key growth pole of the Northern coastal region. Congratulating the new Secretary, the Head of the Central Organization Commission expressed confidence that with his proven experience and capacity, Mr. Lê Ngọc Châu would excellently fulfill his new responsibilities.
He also acknowledged the comprehensive results achieved by the city's Party and people, highlighting the important contributions of the former Secretary, Comrade Lê Tiến Châu. To ensure continued strong development, the new Secretary was urged to focus on strategic tasks such as:
- Concretizing the Resolution of the 14th National Party Congress: Turning the resolution into practical local actions.
- Implementing the General Planning: Effectively executing the Hải Phòng City Planning through 2050 with a vision to 2075.
- Breakthroughs in Institutions and Resources: Promoting science and technology, innovation, digital and green transformations, and building synchronous infrastructure.
- Party Building: Focusing on developing cadres at all levels, especially leaders, and strengthening power control and anti-corruption efforts.

In his heartfelt acceptance speech, Mr. Lê Ngọc Châu expressed deep gratitude to the Politburo, the Secretariat, and previous generations of leaders for their efforts in building the city. He affirmed that while this is a great honor, it is also a heavy responsibility to the city's Party and people.
Mr. Lê Ngọc Châu committed to maintaining political bravery, absolute loyalty, and unity within the political system while strictly adhering to the "principle of democratic centralism". Regarding his action motto, the new Secretary pledged to persist in the directive spirit of General Secretary and President Tô Lâm: “Say it, do it, do it immediately, do it right, do it drastically, do it to the end, do it effectively”. His priorities include:
- Streamlining the Apparatus: Building an effective political system and promoting decentralization.
- People as the Root: Using citizen happiness and satisfaction as the metric for government performance.
- Social Welfare: Implementing 11 socialist models between 2026 and 2030 to ensure "no one is left behind".
- Defense and Security: Building elite armed forces to protect key areas, particularly the island special zones.
Absolute Confidence from All Levels
Prior to his official approval as Secretary, Mr. Lê Ngọc Châu received absolute trust from elected representatives. On the morning of April 8, 2026, at the first session of the 16th National Assembly, the Hải Phòng National Assembly Delegate Delegation voted to elect its Head. The result was 19 out of 19 votes in favor (100%), electing Mr. Lê Ngọc Châu as the Head of the Hải Phòng City National Assembly Delegate Delegation for the 16th term (2026–2031). His simultaneous roles reflect high expectations for his comprehensive leadership.
This event opens a new development phase for Hải Phòng. With a background as an official who grew through practical experience, Mr. Lê Ngọc Châu is expected to lead the city to become a green, civilized, and modern port city and a center for global connectivity.
