On the morning of April 20, 2026, during the first session of the 17th Hai Phong City People's Council for the 2026-2031 term, Mr. Do Thanh Trung, Deputy Secretary of the Hai Phong City Party Committee, was officially elected as the Chairman of the Hai Phong City People's Committee. Work History and Appointment as Deputy Secretary of the City Party Committee
Mr. Do Thanh Trung was born in 1976, with his hometown in Binh Dinh Province (now belonging to Gia Lai Province). Before working in Hai Phong, he had an extensive working history at central agencies, particularly in the fields of general economics, planning, and finance.
Specifically, he served as the Director General of the Department of National Economic Synthesis under the Ministry of Planning and Investment before being appointed as the Deputy Minister of Planning and Investment in March 2023. In February 2025, he was mobilized to serve as the Deputy Minister of Finance.
On March 16, 2026, according to a Decision by the Secretariat of the Party Central Committee, Mr. Do Thanh Trung was mobilized and designated to join the Executive Committee and the Standing Committee, holding the position of Deputy Secretary of the Hai Phong City Party Committee for the 2025-2030 term. This mobilization demonstrated the trust and high regard of the Politburo and the Secretariat for his capacity and political mettle.
Consolidating the Leadership Apparatus for the New Term
During this session, the City People's Council also elected other key positions for the city government apparatus for the 2026-2031 term:
- Mr. Le Van Hieu, Deputy Secretary of the City Party Committee, continued to be elected as the Chairman of the City People's Council.
- Six Vice Chairmen of the City People's Committee were elected, including: Mr. Le Anh Quan, Mr. Vu Tien Phung, Mr. Le Trung Kien, Mr. Nguyen Minh Hung, Mr. Tran Van Quan, and Mr. Hoang Minh Cuong.
- The People's Council also elected 14 Members of the 17th City People's Committee.

Commitment to Action and Development Vision
In his inaugural speech, the new Chairman of the City People's Committee, Do Thanh Trung, affirmed that this is a great honor but also a heavy responsibility before the City's Party, government, and people. He emphasized that Hai Phong currently has the third-largest economic scale in the country and has maintained double-digit growth for 11 consecutive years.
For the upcoming term, he committed to focusing on five key tasks:
- Consolidating a lean administrative apparatus that operates effectively and efficiently, while improving the quality of service to the people.
- Promoting decentralization and delegation of power, emphasizing the responsibility of leaders, and creating a competitive investment environment.
- Determination to successfully achieve the average economic growth target of 13% to 14% per year.
- Effectively implementing strategic plans and prioritizing synchronized infrastructure development.
- Developing the fields of culture, education, and health comprehensively, and ensuring social security in association with national defense and security.
