On the morning of February 27, Mr. Trần Hồng Minh, Member of the Party Central Committee and Minister of Transport, held a working session with the leadership of Hải Phòng city regarding the development of transportation and urban infrastructure. Present were Deputy Ministers Nguyễn Xuân Sang (Ministry of Transport), Nguyễn Tường Văn (Ministry of Construction), and leaders of various units under the Ministry of Transport.

From Hải Phòng, the delegation was received by Mr. Lê Tiến Châu, Central Party Committee member, Secretary of the City Party Committee, and Head of the Hải Phòng National Assembly delegation; along with Lê Trung Kiên, Standing Party Committee member and Head of Hải Phòng Economic Zone Management Board; Nguyễn Đức Thọ, Vice Chairman of the City People’s Committee; and leaders of relevant city departments.
During the meeting, Vice Chairman Nguyễn Đức Thọ highlighted socio-economic achievements in Hải Phòng and raised various proposals related to completing the transport and urban infrastructure system. In 2024, the city focused on investing in road systems, regional connectivity bridges; constructing deep-water ports at Lạch Huyện; calling for investors to study and invest in Nam Đồ Sơn port and Văn Úc terminal; and coordinating with ACV on projects at Cát Bi airport. The city also allocated funds to study and plan the Hải Phòng International Airport (2021–2030, vision to 2050) in Tiên Lãng district.
Regarding railways, the city and Ministry of Transport completed the pre-feasibility study for the Lào Cai–Hà Nội–Hải Phòng railway, submitted to the National Assembly for investment approval, with Hải Phòng pioneering a near VND 11 trillion budget contribution for its city segment.
State management activities in transport, driver licensing, vehicle registration, and enhanced traffic safety enforcement have led to reductions across all three traffic safety metrics.
However, Hải Phòng still faces infrastructure shortcomings: limited roads and junctions around the seaport; incomplete urban ring roads; old railways not connected to sea ports like Đình Vũ, Lạch Huyện, and Nam Đồ Sơn; and inland waterways not leveraged to alleviate road freight, which accounts for over 80% of cargo throughput.
Thus, Hải Phòng made multiple proposals and requests to the Ministry of Transport to complete its transportation and urban infrastructure.
Representatives from the Ministry responded directly, guiding Hải Phòng on procedural steps related to each proposal. Deputy Ministers Nguyễn Xuân Sang and Nguyễn Tường Văn clarified specific procedural requirements for the city's proposed projects.
Minister Trần Hồng Minh acknowledged and highly praised Hải Phòng’s recent development—particularly its urban transport infrastructure and strategic importance. He emphasized that supporting Hải Phòng is a responsibility of central ministries, not only for the city but also for the region and nation. The ministries of Transport and Construction will give Hải Phòng special attention and all necessary support.
Minister Trần Hồng Minh listened to each request, assigned ministry units to provide feedback, and finalized responses. He concurred with studying and investing in the Tân Vũ–Lạch Huyện 2 bridge, connecting roads, and junctions as part of the Lào Cai–Hà Nội–Hải Phòng railway feasibility study; completing National Highway 10 (Kiền Bridge to Quán Toan overpass); constructing the B49 bridge on National Highway 10 over the Hanoi–Hải Phòng Expressway; building a grade-separated overpass at the junction of Highway 10 and county road ĐH.31; and expanding the interchange at Highway 10 and Hanoi–Hải Phòng Expressway near An Lão toll station.
He also supported expediting the Ninh Bình–Hải Phòng expressway project on Hải Phòng territory and the adjacent 9 km in Thái Bình; and provided guidance to resolve difficulties in upgrading the coastal BOT road into an expressway to align with the Ninh Bình–Hải Phòng expressway.
For recommendations on interchange access between the Hanoi–Hải Phòng expressway and the Tràng Cát urban-service expressway, coordination on the Lào Cai–Hà Nội–Hải Phòng railway land clearance in Hải Phòng, timely handover of boundaries for land clearance, dismantling and relocating railway assets at Hoàng Diệu port for Nguyễn Trãi bridge construction, the Minister generally agreed and directed relevant units to coordinate and implement.
Regarding requests for approving detailed planning of port land and waters to 2030 and 2050, dredging and breakwater projects at Nam Đồ Sơn port, airport planning through 2050 in Tiên Lãng, adjustments to the city’s overall urban planning in Đồ Sơn–Cát Bà areas, along the railway corridor, and near Lạch Tray stadium for mixed-use development; adjusting the Đình Vũ–Cát Hải economic zone land use plan to 2045; flood-control and dike planning for the Red River and Thái Bình River systems; and adjusting regulations on land-use fees related to land contributed for infrastructure toward social housing projects—the Minister tasked units to act swiftly: plan-ready items to be approved in March, and those requiring inter-ministerial coordination to be expedited “for the sake of Hải Phòng’s development.”
Mr. Lê Tiến Châu, Secretary of the City Party Committee, expressed deep gratitude for the Minister’s and attending ministries’ care and support. Hải Phòng city will fully absorb the feedback, assign focal agencies to closely coordinate with the Ministry of Transport and upcoming Ministry of Construction, and continue perfecting its transportation and urban infrastructure system to achieve high growth and lead the country into a new era.
