The view of meeting between the City People's Committee and the Ministry of Transport about the master plan on development of Viet Nam's seaport system in the period of 2021-2030 with a vision towards 2050
(HPDT)- On the afternoon of December 28, the delegation of Ministry of Transport led by Deputy Minister Mr. Nguyen Xuan Sang worked with Hai Phong City on the development planning of all transport types in the city area to serve socio-economic development and expand regional linkages.
Working with the delegation, there were: Mr. Nguyen Van Tung, Chairman of the City People's Committee; Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee; leaders of relevant departments, branches and enterprises.

Mr. Nguyen Xuan Sang affirmed that the Ministry of Transport wishes to continue to receive the support of Hai Phong City. The Ministry of Transport committed to accompanying and supporting the city's socio-economic development.
At the meeting, Deputy Minister of Transport Mr. Nguyen Xuan Sang and Chairman of the City People's Committee Mr. Nguyen Van Tung agreed on a number of issues in planning and developing different transport types in the city area and project on relocating Hoang Dieu Port.

Regarding the planning on Hai Phong seaport development under the master plan on national seaport system in the period of 2021- 2030 with a vision to 2050 approved by the Prime Minister, Deputy Minister Mr. Nguyen Xuan Sang emphasized, the detailed planning of Hai Phong seaport system is of great significance, because it will be a great condition for Hai Phong to expand and develop seaports as well as attract investment. Accordingly, the City planned land and water areas to develop seaports, especially Hai Phong International Gateway Port in Lach Huyen. Currently, there are 02 terminals put into operation, 04 terminals under investment, and 03 terminals in the upstream area and other terminals in the process of carrying out procedures. Besides, Hai Phong seaport development plan will be updated on the investment process in the Bach Dang passage, the re-planning of ports in the Cam river area, and the implementation of port construction planning at the South of Do Son - Van Uc Port. In addition to port development, the Ministry of Transport and the City and Hai Phong Port Joint Stock Company carried out the process of relocating Hoang Dieu Port according to the schedule. In particular, in the planning on Hai Phong seaport development, Ministry of Transport noted the inland port system planning of Hai Phong under the planning on national inland port system and the formulation of "open port" policies that will be applied in Hai Phong area to create favorable conditions for port enterprises to develop under the supervision and direction of departments.

Regarding the development of inland waterways in Hai Phong City area, Ministry of Transport will gradually organize the management decentralization of ports and narrow passages; coordinate with Hai Phong City to promote cargo circulation along two national inland waterway routes including: Quang Ninh - Hai Phong - Ninh Binh and Hai Phong - Hanoi - Viet Tri. Particularly for the route to Viet Tri (Phu Tho province), the Ministry of Transport will rebuild Duong bridge, raising the vertical airspace to 9 m to meet the traffic of large ships, and reducing freight transport by road. As for the railway in Hoang Dieu Port, after the relocation, Ministry of Transport and the City People's Committee agreed not to organize the railway at Chua Ve Port; relocate the railway in Hoang Dieu Port to Vat Cach Port as a final terminal to carry out bulk cargo transportation on the route of Hai Phong - Hanoi - Lao Cai - China, contributing to reducing traffic congestion in the inner Hai Phong City. On this route, about 500,000-600,000 tons of goods will be transported every year. Deputy Minister Mr. Nguyen Xuan Sang requested Vietnam Railways Department and Vietnam Railways Corporation to coordinate with Hai Phong Department of Transport to study, calculate and develop specific and integrated plans; coordinate with seaport enterprises to calculate areas for goods transshipment into Vat Cach Port, and integrate it into the project of relocating Hoang Dieu Port to ensure its suitability.

Regarding the development and expansion of Cat Bi International Airport, Ministry of Transport and the City People's Committee agreed on the following solutions: Relevant agencies should urgently carry out procedures related to land acquisition and legal procedures to build T2 terminal, cargo terminal and plane parking stage 2. At the same time, the City People's Committee proposed the Ministry of Transport to direct relevant agencies to soon organize the handover of the airport area (built by Hai Phong City).

Mr. Nguyen Hoang Long, Director of the Department of Planning and Investment reported on the progress of projects in the city.

Mr. Tran Van Phuong, Director of Department of Natural Resources and Environment reported on the actual situation of land use of some projects in the planning.

Mr. Pham Hong Minh, Chairman of the Board of Directors of Hai Phong Port Joint Stock Company reported on the planning and development of Hai Phong Port in the coming time.

Mr. Nguyen Tuong Anh, General Director of Hai Phong Port reported the project of relocating Hoang Dieu Port.
For the development of a new road system in Hai Phong City including a coastal highway and a number of routes expected to connect to the area of the South of Do Son-Van Uc Port and Tien Lang Airport, Deputy Minister of Transport Mr. Nguyen Xuan Sang and Chairman of the City People's Committee Mr. Nguyen Van Tung agreed to put them into the planning to have development foundation for ensuring long-term sustainability. In addition, building roads after seaports, expanding Tan Vu-Lach Huyen bridges and roads to connect with important traffic routes in the City also need to be included in the planning, both guaranteeing the development and trade of goods through seaports and serving the people's life.

Mr. Tran Duy Phuc, Director of Vat Cach Port reported the current situation and solutions to import and export goods using the railway transport system.

Chairman of the City People's Committee Mr. Nguyen Van Tung expressed his sincere thanks to Ministry of Transport and relevant departments for closely helping and coordinating with the City to effectively carry out many projects in Hai Phong in recent years. Hai Phong City will strictly implement the contents agreed between the Ministry of Transport and the City People's Committee on the development of all transport types and the project on relocating Hoang Dieu Port. He expected the Ministry of Transport to direct relevant agencies to support the expansion of Vat Cach Port to clear bulk cargo through Hai Phong area after relocating Hoang Dieu port. At the same time, He also proposed Ministry of Transport in collaboration with the City to carry out programs on transport development such as: dredging shipping passages to Hai Phong seaport, building the South of Do Son-Van Uc Port, rebuilding a railway system to transport goods in and out of ports./.
