Ministry of Science and Technology Issues List of Shared Digital Platforms: A Breakthrough in Governance and Digital Economic Development

On September 11, 2025, the Minister of Science and Technology officially issued Decision No. 2618/QD-BKHCN regarding the list and implementation plan for national and shared digital platforms across sectors, fields, and regions. This is a strategic move to realize Politburo and National Assembly resolutions on breakthroughs in science, technology, innovation, and national digital transformation.

Building a Unified Digital Ecosystem and Avoiding Waste The core objective is to build and perfect shared digital platforms from central to grassroots levels (provinces and communes). This synchronized implementation helps modernize the administrative apparatus and aims to avoid duplicated or overlapping investments and waste of public resources.

The list is divided into four main categories:

  • Group A: Platforms for administrative procedures and interactions with citizens and businesses (e.g., National Public Service Portal).
  • Group B: Platforms for governance, direction, and administration (e.g., Paperless Digital Office for Party agencies, Government report information system).
  • Group C: Basic infrastructure service platforms (e.g., electronic identification and authentication, National Document Exchange Axis).
  • Group D: Specialized professional service platforms (e.g., electronic health records, national education platform, national business management platform).

A notable feature is the promotion of Artificial Intelligence (AI) and big data through virtual assistants serving the National Assembly, the Party, and the National Virtual Assistant led by the Ministry of Public Security.

Technical Standards and Timeline New platforms must meet strict technical standards, including centralized deployment on cloud infrastructure, integration of digital signatures, guaranteed cybersecurity, and the ability for end-users to customize features without reprogramming. Most crucial platforms for administrative procedures in various ministries (Public Security, Defense, Foreign Affairs, Justice, Health, etc.) must be completed by December 31, 2025. Other large-scale platforms will be finalized between 2026 and 2030.

Requirements and Coordination The Ministry of Science and Technology requires managing agencies to build detailed monthly implementation plans and submit periodic reports. Localities are responsible for coordinating closely to complete platforms suited to actual local needs while utilizing provided SDKs and APIs to develop specific applications.

This decision took effect on the date of signing, replacing Decision No. 1527/QD-BKHCN issued in June 2025.
