(Haiphong.gov.vn) – On February 09th afternoon, Mr. Huynh Thanh Dat, member of Party Central Committee, Minister of Science and Technology paid a working visit to Department of Science and Technology of Hai Phong City with the participation of Science and Technology Ministry’s units’ representatives.

According to brief report of Mr. Tran Quang Tuan, Director of the Science and Technology Department, in 2021 of numerous difficulties and challenges due to COVID-19, thanks the thorough guidance of Ministry of Science and Technology, the City Party Committee, People’s Council, and People’s Committee along with other departments’s supports as well as, great effort of officers and employees, Hai Phong Science and Technology sector successfully completed assigned tasks with many targets exceeding plan, gaining a strong growth in many fields that had positively contributed to the city’s socio-economic development.
In the COVID-19 prevention and control, besides accelerating propaganda activities, Science and Technology Department had launching movements shaping sci- tech ideas and plans onthe pandemic prevention and control in the city, in which many tasks had been implemented, bringing out essential equipment and products serving the pandemic prevention and control, such as anti-virus herbal teas, disinfection chambers, antiseptic liquids. Particularly, Science and Technology Development and Innovation Center created the Anolyte antiseptic liquidwith strong antiseptic properties, highly effective cleanability, disinfection, and safety for human and environment. Department of Science and Technology managed to manufacture 50,000 hand sanitizers, and 1,500 liters of the Anolyte antiseptic liquid and sent to COVID-19 prevention stations and units, as well as more than 50 departments, units and enterprises in the city and neighboring areas severely impacted by the pandemic.
Hai Phong City’s science and technology sector had also made a great contribution to the city’s economic development, maintaining growth at high level in comparison with that of the whole country and other localities. In 2021, despite difficulties, Hai Phong City maintained a GRDP growth of 12.5%, being among top localities of the country. Hai Phong City’s science and technology sector had contributed to turn Hai Phong into a bright spot of foreign direct investment (FDI), with a total capital of 3.13 billion USD, an increase by 91.44% compared to 2020. To promote FDI attraction in 2021, the Department had hosted 06 events for investment and business connection between Vietnamese and foreign enterprises. At those events, domestic and foreign enterprises got connected online to call on investment, catching new tech trends, and learning about demands, information exchanges, then promoting, cooperating, and transferring overseas technology into the city. Since then, numerous projects succeed in calling investment,for manufacturing expansion and development. Besides, the City’s science and technology sector had boosting research activities, sci-tech applications, and actively supported enterprises in surviving and developing against the context of the pandemic.
Also, sci-tech sector had contributed to build foundation and orientation for the city’s digital transformation in the context of 4.0 industrial Revolution and international integration in the post COVID-19 era. In the recent year, the science and technology sector advised the City Party Committee’s Standing Board to issue Action Plan No.86, the City People’s Committee to issue Plan No.211 implementing the Politburo’s Resolution No. 52 stipulating guidelines and policies to actively participate in the 4.0 Industrial Revolution, laying theimportant foudation for launching Resolution No. 03-NQ/TU by the City Party Committee on 26/10/2021 on Digital Transformation of Hai Phong City by 2025, orientation towards 2030. The science and technology sector had also made contribution to digital transformation in the city, in which Department of Science and Technology had supported one enterprise constructing digital transformation project to make ground for supportive expansion in 2022; organizing exhibitions and conferences related to enterprise digital transformation, such as Digital transformation in manufacturing and business; enterprise digital transformation – where to start from; Digital tech serving manufacturing and business in the pandemic COVID-19 context.
In 2022, science and tech activities and creative innovation of Hai Phong would focused on 07 main missions including concentration on digital transformation, a key mission to partly upgrade State administration; pushing up science and technology research programs for industrialization, modernization, and international integration of the city in years of 2021 – 2025; fostering sci-tech activities and creative innovation for the city’s socio-economic development.
At the meeting, Director of Science and Technology Department suggested that Ministry of Science and Technology guide and assign budget expenditure to Hai Phong sci-tech sector to reach 2% of total budget expenditure of the locality according to Science and Technology Law as well as asked for Ministry of Science and Technology attention and approval to deploy projects under Mountainous and Rural Program in which immediate priority was the05 tasks proposed by the Hai Phong City People’s Committee. The Minister was also requested to designate the National Agency for Science and Technology Information and relavant units to facilitate and support digital transformation implementation in science - technology and creative innovation, in which Hai Phong Science and Technology Departmentasked for help in drafting and implementing ofits Digital Transformation Project

Addressing the meeting, Minister of Science and Technology Huynh Thanh Dat acknowledged the achievements in Hai Phong socio-economic development in the recent year, including aforementioned contributions of the city’s science and technology sector. The Minister requested the city’s science and technology sector to focus on pushing up sci-tech activities and creative innovation, digital transformation in the coming time; particularly sci-tech applications in maritime economic development, and research on Hai Phong City’s specific national products. The Minister also acknowledged the Science and Technology Department’s suggestions at the meeting, and assigned subunits of the Science and Technology Ministry to do research, reports and submit proposals to the Minister in the soonest time.
