“Leaping” to catch up with digital transformation momentum

(HPĐT)- Ministry of Information and Telecommunication has just launched a report of assessment on digital transformation at ministerial and local level in 2020. This was the first year when this Ministry gave its assessment on the digital transformation index (DTI). Accordingly, Da Nang speeded up to the top, following have been in the top 10: Thua Thien – Hue, Bac Ninh, Quang Ninh, Ho Chi Minh City, Tien Giang, Can Tho, Ninh Binh, Kien Giang, Bac Giang, Hai Phong got ranked the 21st, after Gia Lai, PhuTho, Ha Nam, Lang Son, Hai Duong, Binh Dinh, Thai Nguyen, Nam Dinh, etc.

That is not a satisfactory result, as Hai Phong has been the third largest city of the country, considered as a locality with many favorable conditions and factors for digital transformation, but has not yet been able to get up. Moreover, the city has been behind many cities and provinces with more difficult scales and facilities that really need to think about.

Looking at Da Nang, it can see that, in order to achieve a leading position in 3 pillars including digital government, digital economy and digital society, the locality has got a long preparation and high determination. Since 2010, Da Nang has identified information-telecommunication tech one of three breaking-through strategies for eco-social development; has launched many undertakings and important policies that grounds enhancement of informative technological applications; thereby to build up its e-governance, smart city and to get a first step moving forward digital transformation. In 2014, Da Nang approved “Smart city plan”, collaborating with leading tech enterprises in implementation of smart applications focusing on 06 main poles including smart governance, smart economy, smart environment, smart life, smart transport; and smart citizenship. At the same time, the city established Consultant Expertise Council on digital transformation to give the city’s leadership advices on strategies, plans, investment, technique, technology, markets, finance, human resources, and trends of development for digital transformation at the locality.

It is obvious that Hai Phong has paid attention but it has not yet been concrete and determined. Chairman of Hai Phong People’s Committee, Mr. Nguyen Van Tung affirmed that, Hai Phong has been one of the localities in a weak group performing digital transformation compared to the whole country. Hence, the Party Committee of the City People’s Committee has submitted to the Standing Committee of the City Party’s Committee to issue Resolution on the city’s digital transformation to 2025, and orientation to 2030. After the Standing Committee of the City Party’s Committee launched the Resolution, Department of Information and Telecommunication would push up completion of the investment project building some contents on digital government in Hai Phong city phase 1, and submit to the upcoming thematic meeting of the City People’s Council. Before that, Hai Phong City Party’s Committee had added digital transformation content into the Action Program to implement the Resolution of the 13th Party’s Congress, Resolution of the 16th the City Party’s Congress, and considered it one of the strategic breakthroughs of the upcoming time. The city also estimated its expenditure of over 300 billion dong for digital transformation in 2022; and paying more attention and investment in the coming years. Hence, Hai Phong's thinking, awareness, and action on digital transformation hasbeen clearly changed. However, Hai Phong was behind and moved slowly. To implement the digital transformation, it needs to have leaping steps to catch up with neighboring localities, and the most important thing is to respond to development inquiries of the city./.
