Launching the emulation movement: “The entire people join hands to protect the environment for a green - clean - beautiful Vietnam”

In the context where environmental pollution is becoming a major challenge for global sustainable development, the transition from a "pollution treatment" mindset to "integrated management" and a green economy is an inevitable trend. To concretize the Resolution of the 14th National Party Congress and growth targets linked to environmental protection for the 2026 – 2030 period, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) officially issued Scheme No. 01/DA-MTTW-BTT on May 25, 2026. Accordingly, the emulation movement “The entire people join hands to protect the environment for a Green - Clean - Beautiful Vietnam” has been launched nationwide.

The Urgent Need from Reality

Currently, pollution from domestic waste, plastic waste, and air pollution in major Vietnamese cities is developing in complex ways, directly affecting public health. Although models such as “Green Sunday” or “Families with 5 No’s and 3 Cleans” have been implemented, their connectivity and sustainability remain limited. Therefore, the new emulation movement is expected to mobilize the combined strength of the entire political system and society to form a civilized, eco-friendly lifestyle.

Specific Emulation Content for All Classes

The movement is designed with clear criteria linked to five focus groups:

  • Green - Clean - Beautiful Families: Focusing on implementing “3 Cleans” (Clean house - Clean kitchen - Clean alley), waste sorting at source, limiting single-use plastics, and developing green spaces at home.
  • Green - Clean - Beautiful Residential Areas: Ensuring there is no stagnant waste or spontaneous dumping sites; building clean and beautiful village roads and alleys, and maintaining community environmental self-management groups.
  • Green - Clean - Beautiful Communes and Wards: Effectively organizing waste collection and treatment; preserving the landscape of canals, lakes, and beaches; and periodically launching local environmental cleaning campaigns.
  • Green - Clean - Beautiful Agencies and Schools: Building waste-free working environments and forming green lifestyles for staff, teachers, and students through practical educational initiatives.
  • Green - Clean - Beautiful Enterprises and Production Facilities: Complying with environmental laws, applying clean technology in production, and having solutions to minimize generated waste.

Power from Inter-Disciplinary Coordination

For the movement to achieve the highest efficiency, the VFF Central Committee requests the drastic involvement of member organizations. The Labor Federation chairs the “Waste-free Workplace” models; the Farmers’ Union implements “Green Fields - Waste-free”; the Youth Union promotes its pioneering role through “Volunteer Green Summer” campaigns; while the Women’s Union and Veterans’ Association serve as role models in community monitoring and waste sorting at source. In particular, “Community Environmental Monitoring Groups” will be established in each residential area to promptly detect and report violations.

Hai Phong’s Determination to Act for a Green Port City

Responding to the call from the Central level, on May 30, 2026, the Standing Committee of the Hai Phong City VFF Committee issued Action Plan, subsequently, the City People's Committee issued Official Dispatch assigning departments, sectors, and localities to actively implement the emulation movement on the ground.

Hai Phong has identified this movement as an important political task, linked to the campaign to build a civilized city. The city held a simultaneous launch program on the morning of June 6, 2026, to respond to World Environment Day and the Month of Action for the Environment. Local media outlets are stepping up their efforts on digital platforms and social media to spread a sense of responsibility to all citizens.

Evaluation and Reward Mechanisms

The movement will implement a system of periodic briefings and evaluations. Typical titles such as “Green - Clean - Beautiful Family” or “Green - Clean - Beautiful Residential Area” will be considered for annual certificates of merit at the grassroots level. Groups and individuals with outstanding achievements and creative models with great influence will be proposed for Certificates of Merit from the Prime Minister or the VFF Central Committee during the twice-every-five-years review sessions.

The emulation movement “The entire people join hands to protect the environment for a Green - Clean - Beautiful Vietnam” is not just a temporary campaign but a long-term commitment to a civilized lifestyle. Every small action today—from picking up a piece of trash to planting a seedling—will contribute to realizing the aspiration for a Green - Clean - Beautiful Vietnam for future generations.
