On the morning of April 4th, the Kick-off Ceremony of Hong Bang Intelligent Operation Center (Hong Bang IOC) and “Hong Bang Smart” Application was held by the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Hong Bang district.
Mr. Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee; Mr. Dao Trong Duc - Member of the Standing Committee of the City Party Committee, Head of the Organization Department of the City Party Committee; Mr. Le Trung Kien - Member of the Standing Committee of the City Party Committee, Head of Hai Phong Economic Zone Authority; Mr. Bui Duc Quang - Member of the City Party Committee, Vice Chairman of the City People's Council; Mr. Hoang Minh Cuong - Member of the City Party Committee, Vice Chairman of the City People's Committee and leaders of departments, agencies, localities and residents of 80 residential groups in Hong Bang district attended the ceremony.
In the context that the digital transformation process is being implemented nationally, Hong Bang district as well as other agencies and localities in Hai Phong have been urgently implementing the tasks and solutions to develop digital government, digital economy and digital society in a synchronous manner. Besides the promotion of administrative reform and digital transformation, the construction and operation of the IOC and the Shared Database Warehouse have become a new development method for localities in the era of digital transformation and intelligentization.
Implementing Resolution No. 52-NQ/TW of the Central Committee on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution; Decision No. 749/QD-TTg of the Prime Minister on approving the "National Digital Transformation Program to 2025, with orientation to 2030" and Resolution No. 03-NQ/TU dated on October 26, 2021 of the Standing Committee of the City Party Committee on "Digital transformation of Hai Phong city to 2025, with orientation to 2030", Hong Bang District Party Committee has developed the Action Program No. 11-CTr/QU dated on April 14, 2020 which defined clearly the comprehensive goal by 2025 "Fundamentally and comprehensively renovating the leadership, management and administration activities of the Party, Government, Vietnam Fatherland Front and other socio-political organizations from district to ward level on the basis of applying digital technology and digital data and creating new growth values from the digital economy. Thus, the district will basically become a smart and civilized, modern district by 2025 as mentioned in the Resolution of the 13th District Party Congress".
One of the key tasks and solutions by 2025 is the construction of Hong Bang IOC and "Hong Bang Smart" application. This model is implemented on the basis of the district’s process of researching and learning from many localities, at the same time generating new and creative points in the district’s own-making. A highlight is the integration of all smart social features of the groups: Digital Government, Digital Society, Digital Economy, Digital Citizen in the management and operation system through a system of software such as: socio-economic report system; security monitoring software; integrated public service monitoring system; database and operating system of the education sector; monitoring system of Party building work goals... Especially, through the basic utilities reflecting residents’ opinions and recommendations, the Government can well connect with the residents; thus helping the district’s leadership to have multi-dimensional and multi-view analysis to synthesize, give warnings and forecast trends in the increase, decrease and fluctuation of socio-economic development indicators to support for planning strategy and instructions in a timely and effective manner.
After more than one year of research, preparation and pilot operation, Hong Bang IOC and "Hong Bang Smart Application” have officially launched. This has great significance, marking a new development step of Hong Bang district, thus contributing to promoting the administrative reform, improving the management capacity and efficiency, serving the people and businesses in the process of digital transformation and building a smart, civilized and progressive district.
Speaking at the Kick-off Ceremony, Mr. Hoang Minh Cuong, Vice Chairman of the City People's Committee acknowledged and praised the efforts and determination of the district in implementing the programs and plans of the Standing Committee of the City Party’s Committee and the City People's Committee on Hong Bang district’s digital transformation and administrative modernization in recent years.
At the end of the program, Mr. Le Ngoc Tru - Member of the City Party’s Committee, Secretary of the Hong Bang District Party Committee thanked the businesses for their coordinating and implementing Hong Bang IOC and "Hong Bang Smart Application”. He suggested that the entire political system at all levels, especially the civil servants, staff and specialists who directly manage and operate the center to synchronously carry out the 04 key tasks set out by the district in the coming time to complete, standardize and exploit effectively the operating system and the application. At the same time the operation of Hong Bang IOC and the use of "Hong Bang Smart Application” should be actively and widely promoted for all the residents in the district to understand, implement and actively give comments to further develop the center and the application.
