(Haiphong.gov.vn) – In the morning of March 1, Steering Committee of Hai Phong City digital transformation held a meeting on implementing tasks of the city’s digital transformation in 2022. Chairman of the City People's Committee Mr, Nguyen Van Tung - Head of Steering Committee chaired the meeting; also attending the meeting, there were Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong - Standing Deputy Head of Steering Committee; Members of Steering Committee.

The meeting announced Decision No. 3820/QD-UBND of the City People's Committee on consolidating members and renaming Steering Committee of building Hai Phong City e-Government; approved an Action Program on implementing Resolution No.03-NQ/TU of Standing Committee of the City Party Committee on Hai Phong City digital transformation to 2025, with orientation to 2030; approved Regulation and Operational Plan of Steering Committee on digital transformation.
Speaking at the meeting, Chairman of the City People's Committee Mr. Nguyen Van Tung affirmed that in 2022, the City will take the year theme: "Promoting urban embellishment and modernization - Building new exemplary rural areas - Implementing digital transformation", so the City has identified digital transformation as the key task of socio-economic construction and development.
Chairman of the City People's Committee stated that, in recent years, Hai Phong has had low rankings and assessments related to this field. With expectations of strongly promoting the development of digital economy and digital society to create breakthroughs in improving productivity, quality, efficiency and competitiveness of economy, Standing Committee of the City Party Committee has recently issued Resolution No. 03-NQ/TU on Hai Phong City digital transformation to 2025, with orientation to 2030; on that basis, the City People's Committee has developed and promulgated an Action Plan on uniformly directing all levels and branches to thoroughly grasp, implement and concertize the Resolution.
At the meeting, Chairman asked members of Steering Committee to discuss and clarify contents related to digitizing databases, building data warehouses, focusing on propaganda activities to businesses and people to create high consensus in implementation ... Besides, the city’s levels and sectors urgently coordinate in formulating and promulgating Regulation of Steering Committee; promulgating strategies on the city’s digital transformation in coming time.

Speaking at the meeting, Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong said that the city's digital transformation ranking is still at an average level, not commensurate with the city's socio-economic potentials. Awareness of digital transformation in the city area has many limitations reflected in issues such as: cognitive thinking, institutions, or different understandings about concepts of digital transformation...
Vice Chairman Mr. Hoang Minh Cuong said that, in order to create significant changes in awareness and actions of officials, civil servants and employees at all levels, sectors and the city’s people in coming time about the important role of digital transformation with socio-economic construction and development, we must strongly agree and have the same thinking ways as well as develop strategies, goals and directions for entire period.
Vice Chairman also pointed out that the biggest challenge of Hai Phong in current digital transformation roadmap is digital infrastructure and digital databases; some IT applications are deployed spontaneously according to requirements of each sector and unit, leading to difficulties in data integration and sharing; The connection with information systems of ministries and central branches faces many difficulties because it is still under the process of construction and completion...
In order to strive for 2022 goals, the ranking indicator of Hai Phong City digital transformation must be in the top 10 localities of whole country; therefore, right in the first quarter of 2022, we need to have a plan to improve contents and raise rankings. Hai Phong does not follow formalism, and will make maximum use of sharing platforms to create the best digital transformation efficiency, determine right categories with digitization problems… Vice Chairman Mr. Hoang Minh Cuong emphasized at the meeting.
According to current surveys and assessments, the special database system of the City are limited, fragmented, and also lack of connectivity and sharing; IT application in directing and operating activities is still at low level, lack of databases and digital services for people and businesses; online application is not high level; IT infrastructure in state agencies is still lack of synchronization and modern equipment...
