On the morning of October 27, at Hai Phong Trade Union Hotel, Vietnam General Confederation of Labour in collaboration with International Labor Organization (ILO) organized a training conference on dialogue and consultation with employees and officials of Trade Union on policies and regulations of social security. Attending the conference were representatives of Vietnam General Confederation of Labour, coordinator of National Social Security Program of the International Labor Organization, Vietnam Social Insurance, and representatives of 18 provinces and central associates.

At the conference, the delegates were provided with information on social insurance policies and policies to protect workers right; social security work, international standards and challenges related to expansion of social security in Viet Nam; international labor standards on protection of labors right upon dismissal and other issues in Viet Nam; the direction for the main contents of the proposal amendment to the law of social insurance in the coming time.

Accordingly, the social security in Viet Nam performs 04 functions: preventing risks, minimizing risks, handling risks, providing basic social service to people. Social security policies in general, and social insurance in particular for retirees still heavily on contributions – benefits, disregarding sharing leading to large pension differences; social insurance policies are not really flexible, attractive, and there is inequality between the state and non-state sectors.

Hence, the goal to improve social insurance becomes a mainstay of the social welfare system, gradually and solidly expanding in the direction of social insurance for entire people. At the same time, it is required to develop social insurance in a flexible, modern, and international way./.
