Hong Bang District signs cooperation agreement with Dong District, Incheon City (South Korea)

On April 1, 2025, the People’s Committee of Hong Bang District (Hai Phong City) and the Government of Dong-gu District, Incheon City, South Korea officially signed a Memorandum of Understanding (MoU) on cooperation, marking a new phase in the exchange and cooperation relationship between the two localities. This is an important milestone contributing to further strengthening the friendship between Hai Phong and Incheon in particular, and between Vietnam and South Korea in general.

This MoU was signed during a visit and working session of the Dong-gu District delegation, led by Deputy Mayor Mr. Kim Jin Seo. Representing Hong Bang District, Mr. Pham Van Doan, Deputy Secretary of the District Party Committee and Chairman of the People’s Committee, signed the document.

The cooperation content in the MoU focuses on five main areas: delegation exchanges; sports cooperation; environmental protection and smart urban development; culture; and education and training. Both sides agreed to jointly organize practical activities to strengthen friendship, share experiences, and promote the sustainable development of both localities.

The signing of the MoU between Hong Bang District and Dong-gu District, Incheon City, takes place in the context of the increasingly strong development of the Vietnam–South Korea Comprehensive Strategic Partnership. This event not only demonstrates the commitment of the two district governments to promote international cooperation but also contributes practically to expanding the cooperation between Hai Phong and localities in South Korea. The MoU will serve as a foundation for implementing specific exchange and cooperation programs, and further deepening the friendship and cooperation between Vietnam and South Korea.

Immediately after the signing, Hong Bang District will coordinate with Dong-gu District to develop an annual implementation plan and organize specific activities in the agreed areas, contributing practically to the socio-economic development of both localities. At the same time, the content of the MoU will be published on the Hong Bang District's official portal so that citizens and the business community can follow and participate in its implementation.
