On April 1, 2025, the People's Committee of Hong Bang District (Hai Phong City) and the Dong District Government (Dong-gu) of Incheon, South Korea officially signed a Memorandum of Understanding (MoU) on cooperation, marking a new phase in the exchange and partnership between the two localities. This important milestone further strengthens and develops the friendly relations between Hai Phong and Incheon in particular, and Vietnam and South Korea in general.
The MoU was signed during the working visit of a delegation from Dong District, led by Deputy District Mayor Kim Jin Seo. Representing Hong Bang District was Mr. Pham Van Doan, Deputy Secretary of the District Party Committee and Chairman of the District People's Committee.
Key Areas of Cooperation
The MoU focuses on five main areas: Exchange of working delegations, Sports cooperation, Environmental protection and smart urban development, Cultural exchange, Education and training.
Both sides agreed to coordinate practical activities to enhance friendship, share experiences, and promote sustainable development in their respective localities.
Strengthening Vietnam-Korea Strategic Partnership
The signing took place in the context of the increasingly robust Vietnam-South Korea Comprehensive Strategic Partnership. This event not only demonstrates the commitment of both districts to strengthening international cooperation but also contributes to expanding ties between Hai Phong and South Korean localities. The MoU will serve as a foundation for implementing specific exchange programs while deepening the friendly relations between Vietnam and South Korea.
Next Steps
Following the signing, Hong Bang District will collaborate with Dong District to develop an annual implementation plan, organizing concrete activities in the agreed-upon fields to contribute to the socio-economic development of both localities. Additionally, the MoU's contents will be published on Hong Bang District's official portal to ensure public and business community awareness and participation.
