Haiphong Issues Plan 187/KH-UBND: Resolutely Implementing Breakthrough Social Security Policies toward the Goal of Eliminating Poverty by 2028

On May 21, 2026, the People's Committee of Haiphong City issued Plan No. 187/KH-UBND to institutionalize and synchronously implement Resolution No. 04/2026/NQ-HHDND of the City People's Council. This document actualizes the strong commitment of the port city's political system: "Investing in social security and welfare stays one step ahead of economic development," determined to fulfill the goal of completely eliminating poor households across the locality before 2028.

A Humane Commitment and a Sustainable Pathway for Poverty Reduction

Plan No. 187/KH-UBND targets the core objective of fundamentally improving income and comprehensively elevating the quality of life for members of poor households, near-poor households, households newly escaped from poverty, and households newly escaped from near-poverty during the 2026–2030 period. Haiphong City has mapped out a highly specific and resolute poverty reduction roadmap:

  • Year 2026: Complete the goal of eliminating poor and near-poor households according to the national multidimensional poverty standards for the 2021–2025 period.
  • Year 2028: Achieve absolute poverty eradication, ensuring that the entire city has no poor households left according to the multidimensional poverty standards for the 2026–2030 period, reaching the target two years ahead of the general schedule of the phase.

The support policies focus on the two most practical aspects for citizens: monthly income support and 100% subsidy for health insurance premiums. The projected scale of beneficiaries is substantial, ranging from 28,000 to 30,000 people annually.

To realize this massive social security scale, Haiphong has decided to make a breakthrough with formidable financial resources. The total budget allocated for the entire period amounts to VND 3,516.9 billion from the city's budget. This funding will be decentralized and scientifically regulated down to communes, wards, and special zones for annual disbursements, ensuring that the policy benefits reach citizens in a timely and complete manner.

Delineating Clear Responsibilities and Synchronous Actions

The City People's Committee has assigned specific responsibilities to each department, sector, and locality to ensure openness, transparency, and the absolute prevention of errors or policy profiteering:

  1. The Department of Agriculture and Environment: Serves as the presiding agency, coordinating with relevant units to organize training and guide localities through the process of reviewing and approving eligible beneficiaries. Simultaneously, the Department is responsible for monitoring, inspecting, and urging progress while promptly advising on management and directive documents.
  2. The Department of Health: Leads the guidance for localities on technical procedures to accurately identify beneficiaries within the medical sector, particularly individuals suffering from fatal diseases or those with bodily injuries of 81% or higher, according to the standardized lists of the Ministry of Health.
  3. The Department of Finance: Is responsible for aggregating demands and advising on the timely allocation of the annual budget ; proactively regulating funds among localities to ensure that financial resources are always available, and guiding the management and utilization of funds in compliance with legal regulations.
  4. The City Social Insurance: Directs the grassroots social insurance system to cooperate closely with local authorities to swiftly issue health insurance cards to supported citizens following correct procedures.
  5. People's Committees of Communes, Wards, and Special Zones: Act as the direct executive level, responsible for conducting close reviews at the grassroots, publicly posting lists of eligible beneficiaries, and directly disbursing support funds to guarantee timeliness, transparency, and correct target fulfillment, while strengthening supervision to handle violations promptly.

Synergy from Social Consensus

Alongside the determination of the government, Haiphong emphasizes maximizing the widespread communication role of the Department of Culture, Sports, and Tourism to deeply integrate this humane policy into the lives of citizens. The city also calls upon the Vietnam Fatherland Front Committee and various socio-political organizations to step up patriotic emulation movements, centering on the "Day for the Poor" campaign and the movement "For the Poor - Leaving No One Behind". This active involvement not only helps mobilize further socialized resources from businesses and benefactors but also optimizes the community's supervisory role, receiving public feedback and petitions to ensure all rights are implemented fairly.

Plan No. 187/KH-UBND is not merely an administrative document; it is a vivid manifestation of Haiphong City's sustainable development philosophy that places citizens at the center. By investing strongly and methodically in social security side-by-side with strict execution discipline, Haiphong steadily progresses toward becoming a civilized, prosperous urban center where economic development always moves hand in hand with social progress and justice.
