Digital transformation - a driving force of sustainable socio-economic development is the topic of online dialogue organized by the city's portal and HaiPhong Department of Information and Communications on the afternoon of December 27.

The online dialogue contributes to concretization of National Digital Transformation Program to 2025, with orientation to 2030; the implementation of HaiPhong's 2022 theme: "Promoting urban embellishment and modernization - Building new exemplary rural models - Implementing Digital Transformation.”

Digital transformation - a crucial solution of the City

Digital transformation is considered as one of crucial solutions for localities, units and businesses to face the challenges of COVID-19 epidemic. According to this understanding, the epidemic is a catalyst to accelerate the digital transformation process.

Deputy Director of HaiPhong Department of Information and Communications Mr. Vu Dai Thang said that digital transformation not only helps increase productivity and reduce costs, but also opens up new development spaces, creates new values in addition to existing traditional values.

According to Mr. Vu Dai Thang, digital transformation opens unprecedented opportunities for all people. On June 3, 2020, the Government issued Decision No.749 on the National Digital Transformation Program; in which, there are three main pillars: digital government, digital economy and digital society.

Digital government helps the Government operate more efficiently, effectively, transparently, and reduce corruption. Digital economy promotes innovation, creates new values, helps increase labor productivity, creates new growth motivation, and escapes middle-income traps.

Digital society helps people equal opportunities to access services, training and knowledge, narrowing development gaps, and reducing inequality. Sectors and fields are optimized and intelligentized towards improving people's experience and life quality.

It can be said that state agencies, organizations and enterprises are making great efforts to change and apply technology in their operations, production and business.

Mr. Vu Dai Thang said that COVID-19 epidemic has wobbled the world, adversely affecting socio-economic development. However, besides negative effects, in another aspect, pandemic has become a new catalyst to accelerate digital transformation progress.

According to the Vietnam Banks Association, COVID-19 epidemic has promoted digital transformation awareness of 3-5 years faster, created a leap for digital payments; in particular, sharply increased the number and value of transactions via mobile phone channels.

Vietnam has effectively taken advantage of people using mobile phones (150%) and the Internet (70%). During COVID-19 pandemic, information technology was the foundation to support working from home, online learning and door-to-door delivery.

In HaiPhong City, Districts that have not previously implemented online meetings to communes and wards, until now 100% of districts have carried out online meetings to communes and wards. Before this time, online learning was a very strange thing for students, but nowadays, students from high schools to primary schools in all localities of the whole country are used to learning online... Those are some of the highlights due to the impacts of COVID-19 epidemic accelerating the digital transformation process.

Need strong enough human resources

In addition to issues of developing digital infrastructure and platforms, there are also matters of human factors, assessment of human resource training at all levels, sectors, localities and units to meet requirements of digital transformation.

Deputy Director of HaiPhong Department of Information and Communications Mr. Vu Dai Thang said that currently, most of officials, civil servants and public employees at all levels and sectors have received basic training in technology application, and training works are carried out regularly, so wherever to deploy digital transformation, the training will be enough to meet requirements.

“However, we should recognize that the implementation of digital transformation also faces many difficulties due to the limited awareness of a large number of officials, civil servants, people and businesses about digital transformation. Resources for digital transformation are not highly concentrated; high-quality human resources of information technology are lacking and weak in both quantity and quality; the implementation of e-government and digital transformation in units and localities is not uniform and slow with given requirements" commented Mr. Vu Dai Thang.

In order to ensure the implementation of digital transformation in the coming time, Mr. Vu Dai Thang said that in addition to the investment in modern facilities, the implementation of advanced technical solutions, the investment in training, human resources development for digital transformation in sufficient quantity and quality requirements for building digital government, developing digital economy and digital society plays a very important role.

HaiPhong needs to actively cooperate with institutes, universities, research centers, domestic and foreign partners to carry out human resources for the city's digital transformation; follow the roadmap for popularizing digital skills, other skills to ensure network safety and security of basic level for people; promote communication; raise awareness and build a digital culture in community.

Regarding technical human resources for operation, HaiPhong will review and arrange public non-business units to concentrate technology human resources and infrastructure to operate e-government; about new technology solutions with complicated requirements, the City needs to hire experts, service providers with specific roadmaps for transferring and mastering technology.

Accelerate digital transformation

According to Deputy Chief of Office of HaiPhong City People's Committee Mr. Pham Anh Tuan, implementing Plan No. 227/KH-UBND dated September 21, 2020 of the City People's Committee on digital transformation in HaiPhong City area to 2025, with orientation to 2030, over the past time, departments, branches and localities of the City have actively participated in carrying out contents of Plan, concretized through tasks and solutions to be implemented at their agencies and units. Typically, digital signatures to issue documents have been widely used in state agencies, effectively serving management and administration of exchanging electronic documents, providing online public services.

Currently, electronic one-stop system and online public service in HaiPhong City have been deployed in a centralized and unified manner for 35/35 departments, divisions, branches, districts as well as all 217 communes, wards and townships; provided 1,232 online public services; ensured 100% of eligible online public services deployed in 2021.

Especially in the prevention and control of COVID-19 epidemic, technological solutions have been actively applied by HaiPhong such as electronic medical declaration; electronic health book; immunization management system helping people register, look up information about vaccinations, test on mobile devices...

Continuously accelerate digital transformation roadmap, on October 26, 2021, Standing Committee of HaiPhong City Party Committee issued Resolution No.03-NQ/TU on digital transformation of HaiPhong City to 2025, with a vision to 2030. Accordingly, the basic goal by 2025, Hai Phong strives to achieve 100% of eligible administrative procedures provided in the form of level 4 online public services.

HaiPhong strives to have 100% of people and businesses using online public services identified, authenticated, unified smoothly across all level systems from central to local government. 90% of documents at the city’s agencies; 80% of documents at the district level and 60% of documents at the commune level are processed on the Internet (excluding confidential documents). 100% of state agencies in HaiPhong participate in opening data and providing open data for developing digital government, digital economy and digital society.

Regarding the development of the digital economy, HaiPhong strives for the digital economy to account for 25% of the city's GRDP; the proportion of the digital economy in each sector or field shall reach at least 15%; annual labor productivity will increase by at least 15%.

For the development of digital society, HaiPhong strives to have fiber optic broadband network infrastructure covering 90% of households, 100% of communes, wards and townships; universalize 5G mobile network services in central urban areas; popularize smart mobile phones with over 50% of population having an electronic payment account; provide digital identity on a mobile platform for at least 40% of people living and working in the HaiPhong City./.
