Haiphong develops to be a green port and multi-center

Recently, at the headquarter of Ministry of Construction (Hanoi), Construction Minister, Mr. Pham Hong Ha hosted the meeting on appraisal of master-plan adjustment of Haiphong City by 2035, with a vision to the year of 2050.

Construction Minister, Mr. Pham Hong Ha chaired the National Appraisal Council on the Adjustment of the master-plan of Haiphong City by 2035, vision to 2050.

Old-fashioned master plan in the context of huge investment demands

Adjustment of Haiphong master-plan by 2035, vision to 2050 was prepared by alliance of National Urban and Agricultural Planning Institute and Aecom Singapore PTE.LTD as a consultancy unit.

At the meeting, representative of the consultancy unit mentioned that: In Decision numbered 1448/QĐ-TTg dated on September 16th of 2009, the adjustment of the master-plan of Haiphong by 2025, vision to 2050 (QHC 1448) was approved by Prime-Minister.

After 12-year implementation of the QHC 1448, Haiphong has gained many important achievements. The city’s average economic growth annually reaches 14-15% that is double national average.

Thanks to the breakthrough linking-zone infrastructure frame, social facilities developed towards green, modernity, civilization, etc, Haiphong has affirmed its pioneering role in economic sector, clue of transportation, main gate to Eastern Sea of the Northern area, connecting to the world, etc.

Besides the achievements, Haiphong still has some shortcomings such as incompletion of criteria of the first graded Urban under Central Government or slow implementation of plan for new urban areas and urban infrastructures. Some areas do not comply with the master-plan 1448.

Moreover, many large projects have been invested and put into operation that brings a momentum for the city’s development but not yet listed in the master-plan 1448, such as the high way connecting Haiphong – Ha Long, car-cable system to Cat Ba island, urban service areas in Do Son, Cat Ba, Nui Voi, Lap Le fishing center, Trang Due Industrial Park (phase 3)…

While demand for investment attraction into Haiphong has been huge, many central and local sector planning projects in the city are no longer suitable with underestimated figures in comparison with practice of development.

Notably, on January 24 of 2019, the Politburo promulgated Solution 45-NQ/TW on construction and development of Haiphong by 2030, vision to 2045. According to the Solution 45-NNQ/TW, by 2025, Haiphong basically will complete industrialization and modernization; by 2030, Haiphong will become a modern, smart, sustainable industrial city at Southeast Asia; in the vision to 2045, Haiphong will be a high-developed city in list of top cities of Asia and the world.

Such facts lead to require adjusting the master plan of Haiphong city that makes ground for building urban management tools and legal platform for constructing investment projects.

Building a green, smart, and sustainable port city

According to the consultancy unit, the master-plan has research scale covering entire area of the city which is a natural area of 1,561.76km2 with a population of more than 2 million.

For features, Haiphong is a first-grade city directly under the control of Central Government, a key marine economy of the country, a center of education, health care, science and technology of the Northern coastal area, a green port, smart, civilized city, a hub of transports domestically and connecting to the world, a strategic location for security and defense.

For overall goal, the master-plan of construction and development of Haiphong is to make the city to become a pioneer in the country for industrialization and modernization, a momentum for development of the Northern area and the whole country, getting industry developed, smart, modern, and sustainable.

The city has a synchronized and modern transport infrastructure conveniently linking to other cities and provinces across the country and to the world by means of roadway, railway, maritime way, airway, hub of logistic services; an international center of education, training, researching, applying and developing science and technology, marine economy, material and spiritual life of local people have been gradually upgraded to be able to equivalent to spotlighted cities in Asia; social security and safety have been guaranteed, defense has been maintained.

By 2025, population is forecasted about 2.7-2.9 million, urbanization accounts 74 – 76%. By 2035, population forecasted to reach to 3.8-4.5 million; urbanization accounts 84 - 86%. By 2050, population forecasted to achieve 5 -5.5 million, urbanization accounts about 90 – 92%.

For urban land, it is forecasted that the urban construction will be about 56,000-58,000ha, 70,000-75,000ha, 80,000-100,000ha by the years of 2025, 2035 and after-2035 period respectively. Meanwhile, urban land need is targeted to about 250-270m2/person by 2025 and 220 - 230m2/person by 2035.

Form multi-central urban

According direction on spatial development, Haiphong inherits and transforms the model “Central urban and satellite urban” into a model of “Multi-central urban” which consists of 2 economic belts, 3 sightseeing corridors, 3 key urban clusters and new urban areas.

Haiphong People’s Committee Chairman, Mr. Nguyen Van Tung proposed some suggestions.

The 2 economic belts include industrial economic corridor from Lach Huyen port to the Northern (Thuy Nguyen District), Western (alongside with National road 10), Southern (alongside with Van Uc River) in order to explore land fund for industrial development and connection to industrial clusters and industrial zones, Hong River Delta area’s industrial clusters with Lach Huyen port and coastal economic belt boosting urban development towards “Haiphong Bay” aligned with marine environment protection.

The 3 sightseeing corridors consist of urban corridor alongside two banks of Cam, Lach Tray and Van Uc rivers. In the middle of the urban corridor is open-air green for the best living environment and accessibility between resident area and manufacturing area.

The 3 key urban clusters comprise urban center (belonging to Ngo Quyen, Hong Bang and Le Chan Districts), and new administrative urban in the Northern of Cam River; maritime urban cluster at Duong Kinh and Hai An Districts that are finance and commerce centers; Tien Lang Airport urban cluster. The 3 key urban clusters are connected to each other by fast transit system above the coastal economic corridor.

For direction to economic infrastructure development, Haiphong focuses on 03 pillars including port, industry, and trade service - tourism.

Regarding the port pillar, project of port system expansion combined with facilities of transport and services, logistics affirms its role as main clue of transport for Northern provinces to the sea, connecting the area to the region and the world.

With regard to industry, the city’s industrial master plan is to become a big industrial center of the country. Land scale for industrial clusters and warehouses by 2025 is about 13,000 – 13,500ha; by 2035 about 18,000 – 20,000ha; by 2050 about 23,000ha.

With regard to tourism, trade, services, project of the city’s tourism master-plan is to become an international high-quality tourist center with main spots Cat Ba, Do Son, historic, cultural and logistic centers that will be facilitated with maritime way, air way, high-speed rail way, high express way; center of finance, trade, commercial exchanges, market promotion and big investment lobby of the Northern and the country; center of information exchange, telecommunication, conferences, etc.

Regarding transport master-plan, Haiphong inherits the previous master-plan aligned with roadway-railway-waterway-airway system completion. The port plays the most essential role. The system is integrated to guarantee connection and convenience of inhabitants, tourists and economic activities.

For outbound transport, the planning project of a 4-6-lane highway connecting Dinh Vu port area, Haiphong International Port and National Road 18 and Noi Bai – Halong expressway, bridge and road Tan Vu – Lach Huyen 2 and 3, Ben Rung Bridge, new Nghin Bridge, etc.

Continue increasing land area for industrial development

At the meeting, the council’s members contributed ideas to the project. Accordingly, the project was consulted thoughtfully and concisely.

Comprehensive legal ground: The Haiphong City Party Committee and People’s Committee implemented logically and comprehensively consulting for opinions from ministries, departments, associations and expertise, doing explanation and acquiring comments on the project.

Some mentions that, the project needs to consider more carefully implementation of the QHC 1448, forecasts acquired from the project have to ground on science; targets for green space, water surface, public area, and transport infrastructure are still modest. Transport master-plan for region connection is not strong enough in comparison to ongoing development forecasting of Haiphong.

Receiving comments of the Council’s members, Haiphong People’s Committee Chairman, Mr. Nguyen Van Tung mentioned to assign departments and units working with the consultancy unit for the master plan completion.

Explaining the industrial-scaled expansion in the master plan, Mr. Tung shared: Solution 45-NQ/TW identified priority of Haiphong for development of modern, smart and sustainable industry at regional level. Plus, during this current period, many internal and external groups and partners have been looking forward to investing into Haiphong but the fact of not enough industrial clusters has existed. Expansion of industrial areas will meet requirements of development and investment into Haiphong.

In terms of service, Mr. Tung confirmed that, Haiphong prioritizes logistic development, industrial port system at national and international levels.

In terms of transport, reception of comments from the Council’s members, Haiphong will pay attention on strengthening regional connection transport system development, underground traffic to respond demands of strong industrial development of the city in the future.

Before that, Mr. Tung shared, Haiphong has taken initiative in developing the regional connection transport development in order to the city’s eco-social spatial development. Haiphong has always taken in advance initiatives to develop roads and bridges linking with neighboring provinces and cities such as bridges to Thai Binh, Hai Duong, Quang Ninh, and Haiphong has been investing in bridges building.

The Chairman mentioned that, Haiphong has focused on new-modeled rural development, in which rural transport system approaches to standards of urban transport.

For land-for-rice-field master-plan, Chairman proposed to not control rice-field land at such drastically industrial development locality as Haiphong. Reason for that is, the city has about 40,000ha of paddy land but in reality, farmers either let abandoned land due to work inside industrial clusters or transformed rice land into land for perennial crops or aqua-cultivation products.

At the meeting, Mr. Tung suggested twofold. First, permission is acquired for adjustment for Cat Ba area to develop several service and tourist spots. Second, after Prime-Minister’s approval, permission is acquired for the city to implement partial master plans and projects implementation in Dinh Vu – Cat Hai Economic Zone aligned with the approved adjustment project of common master-plan.

Concluding at the Meeting, Minister Pham Hong Ha, Chairman of the national Council gave high consideration on monitoring of the City’s Party Committee and People’s Committee leadership in assignment of researching and conducting the common master-plan.

Minister noted that the master-plan was huge, logic, scientist and practical that was carefully researched and well prepared. During the research and consultancy, the master-plan approached certain trends of new urban development such as green urban, smart urban, urban taking initiative in coping with climate change.

However, Minister commented that the model of urban development and measures of spatial development mentioned in the project have not yet clarified and harmonized old and new factors, presence and future. The project has not yet made clear adherence between eco-social development and security and defense.

Besides requesting supplements for those points, Minister required the consultancy unit to get updated tasks of master plans at regional, sectorial and national levels approved by Prime-Minister to have legal basic in implementing research conducting the common master-plan.

Identification of certain targets, forecasting of development such as area, population, etc. needs to be accounted at maximum level in development scenario. It has to make divergence in each period regarding targets of urban land use; update standards of master planning launched in 2019 at new developing areas with updated agenda for old urban areas containing improving features.

Minister requested Haiphong to pay attention to post-approved project’s issues such as master-plan management and architecture regulation construction or making well divergence and adjustment of local master-plans, etc.

Haiphong needs to clearly identify key works in all sectors, to make investment divergence, and to enlist key investment projects according the master-plan in each concrete period.

Minister agreed with Haiphong’s suggestions that is to consider to put the content of Dinh Vu – Cat Hai Economic Zone adjustment into the drafted decision approving the master-plan so that Haiphong has base to promptly implement ongoing steps.

Last but not least, Minister assigned Deputy Minister Nguyen Thanh Nghi to lead and urge sub-ministry units cooperate with Haiphong City and the consulting unit in supplementing and adjusting the project for the completion. After the master-plan project meets all conditions, it will be submitted to Prime-Minister for approval.

Minister believed that Haiphong would gain remarkable, breakthrough, sustainable and effective achievements in development ongoing time.
