In 2026, the Education and Training sector accounts for a large proportion of the attraction demand, with 37 new recruitment quotas and 5 expert contracts. Hai Phong University is the unit with the greatest need for high-quality personnel to serve the goal of becoming an international-standard multidisciplinary training center.
Hai Phong University focuses on attracting Professors, Associate Professors, and PhDs for spearhead specialties such as Semiconductor Engineering (chip and AI design, IC design); Computer Science (Artificial Intelligence, Computer Science); Mechanical Manufacturing and Automation; and Marine Economics and Logistics services. Notably, the university also seeks experts and managers with practical experience in education management, measurement and evaluation, and international education to enhance governance capacity.
Furthermore, key high schools such as Nguyen Trai Specialized High School and Tran Phu Specialized High School also need to recruit PhDs and excellent graduates in Mathematics, Literature, and History from leading institutions like Hanoi National University of Education. The Healthcare sector recorded a strong demand with 103 recruitment quotas, 4 expert contracts, and on-site training plans for 36 people. Viet Tiep Friendship Hospital leads with a need to attract 93 high-quality personnel to perform advanced techniques such as robotic surgery, in-vitro fertilization (IVF), PET CT imaging, and organ transplants. The target candidates are PhDs, Level II Specialists, and Resident Doctors from national key medical and pharmaceutical schools such as Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, and the Military Medical Academy.
Other specialized hospitals also have specific plans: (1) Hai Phong Children's Hospital needs Masters and Level I Specialists in Pediatric Intensive Care; (2) Hai Phong Lung Hospital attracts PhDs in Health Management and clinical departments; (3) Eye Hospital and Mental Health Hospital focus on specialized doctors and excellent graduates in Medicine and Pharmacy.

In the fields of Construction and Economics, the Hai Phong Economic Zone Authority prioritizes attracting talent in Economics, Investment Management, and New Material Technology, requiring candidates to graduate from Top 20 VNUR schools. The Industry and Trade, and Culture, Sports, and Tourism sectors are also seeking experts in Logistics, Supply Chain Management, Naval Engineering, and the English language to serve marine economic development and eco-tourism at Cat Ba National Park.
Party and Mass Organizations: Focus on Theory and Public Administration
Beyond the Government block, Hai Phong also emphasizes attracting talent for the Party and Mass Organizations block. To Hieu Political School has a demand to attract Professors, Associate Professors, and PhDs for departments of Basic Theory, Party Building, and State and Law. Priority fields include Philosophy, Scientific Socialism, Party History, Economics, and Public Administration. This is the core force for improving the quality of cadre training and the city's theoretical research.
