Currently, in the city area, there are 827 schools, 511,693 pupils at all levels and nearly 33,000 officials and teachers. The City actively directed the education units to prepare for 2018 General Education Program, completing local education materials for grade 1 and grade 6 approved by Ministry of Education and Training as well as compiling local educational materials for the next classes. The City also effectively implemented the program “Signal and Computer for Children” with a total funding of more than 1.8 billion VND; total number of tablets awarded (under the program of Ministry of Education and Training) were 3,274. However, the City was dealing with a shortage of teachers; many schools of which facilities had been deteriorated were on the edge of losing educational qualification standards if being reevaluated.

In the school year of 2021-2022, Hai Phong was one of the few localities that organized direct teaching activities for pupils at all levels right after school year opening ceremony. Educational institutions in the city area had flexibly organized teaching activities based on the actual situation of COVID-19 epidemic to ensure the completion of educational program, progress and quality, in which the whole city had basically completed the first semester programs and plans before the 4th epidemic outbreak.

In order for safe direct teaching activities in the context of COVID-19, by February 8, most of teachers and students were fully vaccinated in which the number of teachers was 32,200/33,123 (97.27%) while that of students was 516,636 /516,963 (99.93%). The City directed education sector to regularly check situation to promptly detect COVID-19 infection cases; strengthen inspection of educational institutions for compliance with epidemic prevention and control regulations; instruct families to coordinate with schools in caring for and educating children and pupils to ensure safety and efficiency during online learning time; organize professional training for educational institutions to develop plans responding to epidemics at schools; prioritize allocating funds, mobilize resources for information technology infrastructure, software systems for digital transformation in education and training sector...

Immediately after receiving the Prime Minister’s direction on reopening schools as well as the guidance of Ministry of Education and Training, Ministry of Health, the City People's Committee had directed Department of Education and Training to coordinate with Department of Health and Districts People's Committee to build plans to prepare and create the best conditions for pupils to come back schools safely... Therefore, right after Lunar New Year 2022, 100% of secondary schools, high schools, and education centers welcomed pupils back to study directly at schools. Districts checked conditions for schools resumption to welcome preschool and primary pupils back to schools no later than February 14.

Speaking at the meeting, Minister of Education and TrainingNguyen Kim Son emphasized that it was necessary, urgent, and appropriate for pupils to come back schools at this time when the vaccination rate was high, the supply of drugs was improved, the adaptation and awareness of people was raised… Ministry’s establishment inspection delegation was to grasp actual situation and promptly remove difficulties and obstacles in the implementation process. Through inspecting and listening to reports, though the epidemic situation in Hai Phong was still complicated, the City’s leaders had closely paid attention and assigned education and training sector to coordinate with other departments and local authorities to attentively prepare proper facilities, raise awareness of epidemic prevention and control, promote communication to create a high consensus among people with determination to open schools and ensure safety according to proposed schedule.

Minister of Education and Training Nguyen Kim Son said that through actual inspection at Minh Tan Primary School, Kenh Giang Secondary School (Thuy Nguyen District) and Ngo Quyen High School, it was obvious that the City’s leaders had paid close attention and direction of the City and the education and training sector towards educational institutions in facilities upgrade, organizing effective online learning besides epidemic prevention and control. The City had been proactive in directing and agreeing to allow pupils back to schools according to epidemic situation of each locality. Minister of Education and Training acknowledged and highly appreciated the preparation of facilities of schools in organizing direct teaching activities, ensuring safe distancing, strictly following 5K regulations, developing plans to handle potential issues when pupils were back to schools. Remarkably the flexible shift between online and direct learning for pupils in class and F0, F1 pupils at home demonstrated schools’ bravery, initiative and creativity of schools in responding to epidemic, which should be replicated in education sector...

Minister Nguyen Kim Son suggested that when pupils went back to schools, safety of teachers and students was of priority regarding day-boarding activities in orderto achieve both educational and socio-economic goals. Currently, as there remained a lack of medical staffs in schools , the City should arrange, strengthen human resources and provide necessary medical equipment to support schools. If F0 appeared in classes, it was advisable to urgently test in and identify infectious possible area on the basis of strictly complying with recommendations of health sector. In order to succeed in combating the epidemic, the most important factor was the spiritand understanding of epidemic prevention and control of schools, in which a high consensus between pupils' parents and schools were of key importance. Schools also needed to strengthen practice plans on COVID-19 response and closely coordinate with localities and families in early F0 detection.

Minister of Education and Training also suggested that the City and Hai Phong education sector pay attention and support examinations, especially upcoming final exams; continuously pay attention to education improvement, especially in facilities and human resources, enhance teacher qualification for the upcoming general education program for the 3rd, 7th and 10th grade. With regard to the city’s recommendations, the Ministry would consider and proposed the Government to have appropriate solutions in the coming time.

Với các kiến nghị của thành phố, đoàn tiếp thu và đề xuất, kiến nghị Chính phủ để có giải pháp phù hợp trong thời gian sắp tới.
