Hai Phong’s determination to break through: Implementing the government’s regular meeting resolution with a 13% growth target

To concretize the Government's strategic directives and create strong momentum for the city's economy in the final months of the year, the People's Committee of Hai Phong City issued document to instruct departments and communities to implement the Government's Resolution No. 216/NQ-CP. With a spirit of drastic and proactive action, Hai Phong has set a GRDP growth target of 13% for 2026, affirming its role as the "locomotive" leading the regional and national economy.

In Resolution No. 216/NQ-CP dated August 6, 2026, the Government agreed that the national socio-economic situation in July and the first seven months of 2026 continued to transform positively. Notably, Hai Phong was recognized as one of the localities with an impressive industrial production index (IIP) growth rate, reaching 15% in the first seven months, contributing significantly to the country's overall recovery.

However, facing complex global economic fluctuations and challenges from natural disasters and climate change, the Government has required localities to remain vigilant and identify key tasks to achieve growth targets. Responding promptly to this direction, leaders of the Hai Phong City People's Committee have requested departments, branches, and localities to urgently review and deploy breakthrough solutions.

In the directive document, Hai Phong City expressed very high political determination by setting a GRDP growth target of 13% for 2026. To realize this figure, the city is focusing on primary economic levers:

1. Accelerating Public Investment Disbursement: Hai Phong is committed to disbursing 100% of public investment capital in 2026. Assigned units must drastically remove obstacles related to site clearance, technical infrastructure relocation, and ensure the supply and stable pricing of construction materials. This is considered a "vital" task to clear resources for urban and industrial infrastructure development.
2. Strengthening Budget Discipline: The city strives for 2026 state budget revenue to increase by at least 10% compared to the estimated performance of 2025. Efforts to combat revenue loss, transfer pricing, and tax evasion will be tightened to ensure resources for social security and development investment.
3. Substantive Administrative Reform: The city will drastically cut and simplify administrative procedures and business conditions to khơi thông (clear) capital flows from the private sector and FDI enterprises. Hai Phong is committed to completely handling legal obstacles for businesses, especially those related to bidding, land management, and finance.

To ensure the plan translates into action, the city has assigned specific tasks to each department and branch according to the principle of clear responsibility.

• The Department of Industry and Trade and the Economic Zone Authority play the primary role in supporting enterprises to promote production, expand markets, and boost exports. Specifically, the city is focusing on attracting new-generation FDI flows, prioritizing high-tech, innovation projects, and connecting supply chains with domestic enterprises. Additionally, solutions to stimulate market demand, develop e-commerce, and effectively exploit Free Trade Agreements (FTAs) are being pushed forward.
• The Department of Construction is tasked with reviewing and adjusting urban and rural planning to suit the local government organizational model following the arrangement of administrative units. Ensuring transparency in planning management and urban development through digital environments is a mandatory requirement to improve governance efficiency.
• In the fields of education and health, the Department of Education and Training is presiding over the arrangement of preschool, general, and vocational education facilities, with the goal of completing the reception of facilities under central ministries and branches before October 15, 2026. The Department of Health is focusing on the plan for periodic health check-ups and free screenings for residents, ensuring both progress and quality.
• As August is the peak of the storm and flood season, the city requires Chairmen of People's Committees at all levels to directly direct natural disaster prevention and control efforts following the "4 on-site" motto. The most urgent tasks include reinforcing critical dike sections and protecting agricultural production against extreme weather.

With close direction from the City People's Committee and the involvement of the entire political system, Hai Phong is confident in overcoming all difficulties to achieve its 13% growth target, continuing to affirm its position as a leading dynamic, civilized, and sustainable port city in the country./.
