In the roadmap to realize the goal of "double-digit" economic growth and build a civilized, modern port city, energy security is identified as the most solid foundation and important driving force. Implementing Resolution No. 70-NQ/TW of the Politburo and Government directives, the Hai Phong City People's Committee has issued and is drastically implementing Plan No. 348/KH-UBND to firmly ensure national energy security through 2030, with a vision toward 2045.

Strategic Vision: Hai Phong to Become an Energy Industrial Hub
Hai Phong has determined that energy development must be one step ahead to serve as a support for economic sectors, particularly high-tech industrial production and the strongly increasing wave of foreign investment. The city's general objective is to build Hai Phong into an Energy Industrial Hub, maximizing its eastern coastal advantages to develop offshore wind power.
The city is moving toward a model of eco-industrial, civilized, and livable port cities, where Eco-Industrial Parks (Eco-IPs), "green" supporting industrial production, and semiconductor technology are gradually taking shape. In particular, Hai Phong is committed to upgrading smart transmission and distribution systems and deeply integrating renewable energy sources to reach the goal of carbon neutrality by 2050.
Specific Goals and Infrastructure Breakthrough Roadmap
Plan No. 348/KH-UBND sets out ambitious figures for power supply capacity to match an average GRDP growth rate of 13% to 14% per year or higher for the 2025–2030 period:
- Peak Capacity: Striving to reach 3,880 MW by 2025; 5,700 MW by 2030; and approximately 7,700 MW by 2035.
- Offshore Wind Power: Expected development of 2,000 MW by 2030 with four key projects in the Northern region, each with a capacity of 500 MW.
- LNG Thermal Power: Aiming for a total capacity of 4,800 MW from LNG power sources by 2035, with Phase I (1,600 MW) expected to operate between 2025 and 2030.
- Other Renewable Energy: Focusing on rooftop solar power with an expected additional capacity of approximately 3,440 MW and waste-to-energy (38 MW) in the eastern and western areas of the city.
Hai Phong aims to be among the top 3 leading localities in the country for power supply reliability and the electricity access index. The city also prioritizes shifting from coal-fired power to clean energy and flexible gas power to reduce greenhouse gas emissions by 15% to 35% compared to the usual scenario.
Institutional Reform and Mobilization of Social Resources
To realize these goals, the City People's Committee is directing the thorough removal of institutional "bottlenecks" in energy project planning and licensing. A central task is to cut 50% of the time required for administrative procedures, creating a transparent investment environment to attract all social resources, especially the private sector and foreign investors.
The city requires relevant departments and branches to coordinate in building flexible financial and credit policies, prioritizing capital for green, clean energy, and new technology projects. Additionally, perfecting mechanisms to prevent corruption and "group interests" in investment, procurement, and bidding for power projects is a top priority to ensure transparency and efficiency.
Vision Toward 2045
Looking toward 2045, Hai Phong is determined to firmly guarantee national energy security with a healthy, transparent, and efficient competitive energy market. The energy infrastructure system will be effectively connected regionally and internationally through smart grids and digital technology. With high-quality human resources and modern management capacity, Hai Phong will not only be self-sufficient in energy for development but also make significant contributions to the regional renewable energy map.
