To realize the aspiration of becoming a modern, civilized, ecological, and sustainable city, on March 20, 2026, the City People's Committee issued Decision No. 1102/QD-UBND. This decision approved the Project "Master tasks and solutions to transform the agricultural production model towards large-scale commodities in Hai Phong city for the 2026–2030 period, with a vision to 2045". This is considered a "master plan" designed to completely transform the city's agricultural image from fragmented to professional, and from "production" to "economy".

A Shift in Thinking: From "Production Households" to a "Multi-Value Integrated Economy"
The consistent perspective of Project 1102 is a fundamental change in development thinking. Hai Phong is determined to shift from a pure agricultural production mindset to an agricultural economy closely linked to market demand and exports. The city identifies that it will no longer prioritize horizontal development but focus on depth, transitioning from small-scale household levels to large-scale commodity types such as farm economies, cooperative economies, and enterprises.
Agriculture in the new phase must be an efficient, sustainable, and multi-value integrated economic sector. This means that the value of the product lies not only in food energy but is also associated with deep processing industries, modern preservation, brand development, and especially integration with eco-tourism and experiential activities. Hai Phong expects the new production space model to be organized methodically in concentrated zones and areas, ensuring a harmonious balance between cultivation, animal husbandry, and aquaculture.
Ambitious Targets for 2030
To quantify this breakthrough, Project 1102 established a system of specific targets for 2030 with impressive figures:
- Economic Value: Striving for an agricultural production value of 45.8 trillion VND, contributing 5.0–6.0% to the city's Gross Regional Domestic Product (GRDP).
- Superior Productivity: The value of products per hectare of cultivated land and aquaculture must reach 230 million VND or more (a sharp increase compared to the 199 million VND level of 2025).
- Commodity Scale: The accumulated land area for large-scale commodity cultivation will exceed 15%; farm-scale livestock will account for more than 65%; and more than 75% of the aquaculture area will apply high technology or intensive farming.
- OCOP Brands: Hai Phong aims to have at least 1,000 OCOP products rated 3 stars or higher, including at least 30 national 5-star standard products.
- Leading Forces: Attracting over 120 enterprises and 600 new-style agricultural cooperatives to directly participate in large-scale production chains.
Restructuring Main Pillars
Hai Phong defines separate development roadmaps for each sub-sector to optimize local advantages:
For cultivation: The city will form "large fields" specializing in quality rice (minimum scale of 10ha per zone) and areas for vegetables and fruit trees (minimum of 5ha per zone). By 2030, rice cultivation areas will be maintained at approximately 150,000 hectares, combined with modern flower and ornamental plant production zones of 1,550 hectares to serve urban and export needs. Hai Phong encourages the "large-scale field" (đại điền) model with a scale of 3–5 hectares each to eliminate the fragmentation of agricultural land.
For livestock: A decisive step emphasized in the Project is to completely terminate livestock farming in urban areas and concentrated residential areas. Instead, Hai Phong will promote the transition to concentrated farm-scale livestock in permitted areas, ensuring disease safety and environmental hygiene. Key livestock such as pigs (710 thousand) and poultry (28.5 million) will be raised in closed models using high technology to reduce greenhouse gas emissions.
For fisheries: Hai Phong persists in the goal of becoming a Major National Fishing Center associated with the Gulf of Tonkin fishing grounds. Aquaculture areas will remain stable at 24,000 hectares but focus on increasing productivity to 260 thousand tons through intensive farming and offshore sea farming models. In particular, Bach Long Vi island will be invested in to become a high-tech aquaculture center associated with marine ecosystem conservation.
Technology Breakthrough: AI and Digital Transformation in Rural Areas
Inheriting the city's achievements in AI and smart education, Hai Phong's agriculture from 2026–2030 will be deeply marked by core technologies. The city prioritizes synchronous mechanization in all stages: from using unmanned aerial vehicles (Drones) for crop protection to flexible mist and drip irrigation systems for vegetables and flowers.
In processing, Hai Phong aims to increase the proportion of processed agricultural products to 15% by 2030. To achieve this, the city will invest in constructing concentrated agricultural, forestry, and fishery processing zones in accordance with the 2024 Land Law, equipped with cold storage, modern drying, and preservation systems directly at raw material areas.
Regarding trade, e-commerce will be the "extended arm" to bring Hai Phong's agricultural products further. The goal by 2030 is for over 80% of OCOP products to participate in e-commerce platforms. The agricultural database system will be digitized and issued with planting and farming area codes to ensure absolute traceability, meeting strict international standards such as GAP, organic, or Halal.
Spatial Planning and Massive Financial Resources
The newest point of Project 1102 is the clear establishment of 157 concentrated production zones expected to be invested in shared infrastructure with a total area of more than 13,400 hectares. Additionally, the city strives to attract 29 projects to build technical infrastructure for concentrated production, processing, and slaughter areas.
Regarding capital, Hai Phong demonstrates a modern financial management model. The total capital for implementation in the 2026–2030 period is up to 20,604.6 billion VND. Notably, public investment capital accounts for only 3.03% (focusing on supporting shared infrastructure), while 94.2% (equivalent to 19,410 billion VND) is capital mobilized from socialization and strategic investors. This shows the city's orientation to use the budget as "bait" to attract "leading" enterprises to guide value-linked chains.
Support Policies and Leadership Responsibility
To ensure the Project comes to life, the City People's Committee has built a diverse support policy ecosystem: from land lease support and greenhouse construction to VietGAP and Halal certification and trade promotion. Departments such as the Department of Agriculture and Rural Development, the Department of Finance, and the Department of Industry and Trade are assigned specific tasks to resolve difficulties for businesses and farmers.
A key highlight in management is that the city will link the responsibility of the heads of commune-level governments to the rate of fallow land in their areas. This criterion will be included in annual emulation evaluations, and digital technology will be applied to monitor agricultural land use, ensuring every square meter is exploited effectively.
Vision 2045: Global Ecological Agriculture
Heading towards 2045, Hai Phong positions itself to own an ecological, circular, and modern agriculture sector among the regional leaders. At that time, Port City will not only be known for its bustling harbors but also as a place providing deep-processed agricultural products with international brands, harmoniously combining industrial development spaces with livable rural areas.
Decision 1102/QD-UBND is not just an economic document but a strong political commitment by Hai Phong to rural innovation. With the synchronization of thinking, technology, and financial resources, the port city is firmly stepping on the path of turning agriculture into a solid pillar, contributing to Hai Phong's breakthrough and affirming its solid position on the global map.
