On March 24, 2026, on behalf of the Hai Phong City People's Committee, Vice Chairman Vu Tien Phung signed and issued Plan No. 95/KH-UBND regarding the implementation of targets and tasks for social insurance, health insurance and unemployment insurance in 2026 within the city. This document aims to strengthen the responsibility of all levels of government, promote digitalization, and ensure sustainable social security for the people of the City.

Breakthrough Targets for 2026
Hai Phong has set a specific roadmap with impressive figures to expand social security coverage:
- Health Insurance: Striving for a coverage rate of at least 95.5% of the population.
- Social Insurance: A participation rate of at least 56.8% of the working-age labor force (including 50.6% for compulsory social insurance and 6.2% for voluntary social insurance).
- Unemployment Insurance: A participation rate of 49% of the working-age labor force.
- Revenue Collection: Striving for collection reaching at least 101.0% of the plan assigned by Vietnam Social Security, while reducing the late payment rate to the lowest possible level.
In the field of digital transformation, Hai Phong is determined to reach 100% of administrative procedures provided as full-process online public services. The city also sets a goal for over 99% of policy beneficiaries to receive payments via ATM accounts to ensure transparency and convenience.
Core Groups of Solutions
To realize these goals, the city will focus on strategic solutions:
- Innovating Propaganda: Focus on disseminating new points of the Law on Social Insurance and the Law on Health Insurance which took effect on July 1, 2025. Propaganda work must be "one step ahead," mobilizing the participation of reputable organizations and individuals in the community.
- Implementing Financial Support Policies: Seriously implement Resolutions No. 55, 56, and 57 of the City People's Council regarding additional premium support for participants of voluntary social insurance and health insurance for the 2026-2030 period.
- Improving the Quality of Health Insurance Medical Examination and Treatment: Continue to innovate service styles, apply information technology in hospital management, strictly control costs, and prevent the abuse of the health insurance fund.
- Digitalization and Administrative Reform: Promote connectivity and data sharing according to Project 06, guide citizens to use the VssID – Digital Social Insurance application, and promote non-cash payments.
Assignment of Responsibility and Enforcement Discipline
The plan assigns specific tasks to each department and sector to create synchronous coordination. Hai Phong Social Security holds the role of the standing agency, proactively coordinating to resolve regimes and conduct inter-departmental inspections to handle violations. The Department of Education and Training is tasked with directing a 100% health insurance participation rate among pupils and students. The City Police will focus on combating and prosecuting acts of payment evasion, fraud, and profiteering from the fund.
City leaders particularly emphasize discipline in policy implementation. Accordingly, the city will not consider awards, honors, or participation in bidding and investment for organizations or businesses with violations such as late or evaded payment of compulsory social insurance or health insurance.
The implementation of Plan No. 95 is expected to create a substantive shift, protecting the legal rights of workers and consolidating a solid social security system for Hai Phong City in the new period.
