- Reducing Administrative Burden: Implementing reviews and proposing simplification plans to cut 50% of the time and 50% of the costs for AP compliance compared to 2024.
- Improving Rankings: Focusing on enhancing the Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), and Satisfaction Index of Public Administrative Services (SIPAS).

- Institutional Perfection: Building regulations for the management and operation of the interconnected AP Resolution Information System and ensuring that data is always "correct, sufficient, clean, and live".

- Increasing Access: Organizing mobile task forces to provide guidance and receive records on weekends in residential areas from April to November 2026.

Responsibility and Coordination The Chairman of the City People's Committee requires the Heads of departments, branches, and sectors (including the Department of Foreign Affairs and related units) along with the Chairmen of People's Committees at all levels to be directly responsible for the results of task implementation within their management scope.
Policy communication must be intensified through mass media so that businesses can promptly grasp their rights and provide honest feedback via hotlines when encountering obstacles. The Office of the City People's Committee plays a focal role in monitoring, urging, and evaluating the results of serving people and businesses on a weekly basis.
