Resolution No. 04-DA/TU, dated January 14, 2026, issued by the Hai Phong City Party Committee, establishes a specific roadmap for building a Socialist model linked with Socialist people, aiming to transform Hai Phong into a “Civilized – Happy” city and a quintessential national role model in the new era.
- Building Socialist People: The Center of All Development
The city identifies people as both the subject and the goal of the development model. The new criteria for the people of Hai Phong include core qualities:
- Patriotism and Loyalty: Absolute loyalty to the Fatherland, the Party, and the goal of national independence associated with socialism.
- Resilience and Innovation: Possessing creative thinking, the courage to think and act, taking responsibility, and demonstrating high adaptability to the digital era and Artificial Intelligence (AI).
- Ethics and Responsibility: Being honest and straightforward, living with emotional connection, complying with the law, and maintaining awareness of discipline and community responsibility.
- Key Task Groups and Solutions
To realize this model, the city is focusing on implementing synchronized task groups:
- Political System: Building a clean and strong Party and political system; promoting the “Friendly Government” model to serve the people and a “Rule of Law” city.
- Economy: Innovating the growth model, striving for an average GRDP growth of over 13% per year; developing a sustainable marine economy, the Southern coastal economic zone, and eco-industrial clusters.
- Culture - Society: Building a modern culture rich in identity; implementing social security policies "one step ahead" of economic development, notably the “Fair, Humane, and United Social Housing” model and the “City of Music” joining the UNESCO Creative Cities Network.
- Education and Health: Establishing a modern “Socialist School” system and a “Comprehensive Universal Healthcare” model to enhance the physical and intellectual well-being of the citizens.
- Foreign Affairs Tasks in the New Socialist Model
Foreign affairs are identified as a vital task to enhance the city's position and mobilize international resources:
- Comprehensive Foreign Affairs: Closely combining Party, State, and People-to-people diplomacy; strengthening international defense and security cooperation.
- Breakthrough Economic Diplomacy: Proactively participating in international organizations; maximizing Free Trade Agreements (FTAs); expanding cooperation with potential partners such as the EU, Middle East, India, and multinational corporations.
- Economic Corridor Linkage: Effectively promoting the "Two Corridors, One Belt" cooperation program between Vietnam and China, focusing on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh corridor.
- Building a "Global City": Positioning Hai Phong as an international political, economic, and commercial center with international-standard infrastructure; actively promoting the city’s image to the world.
- Connecting Overseas Vietnamese: Implementing the “Connect and Contribute” policy to attract intellectual resources, investment capital, and technology transfer from Vietnamese people abroad for the city’s development.
The city is committed to implementing agreements and projects under the "6 Clears" spirit: clear people, clear work, clear time, clear responsibility, clear product, and clear authority. In addition to the 11 typical pilot models, local authorities and units are encouraged to proactively create new models suited to practical characteristics to achieve the criteria of a civilized and happy city.
