To consolidate the organizational structure and improve the efficiency of this work, the People's Committee of Hai Phong City has issued a Decision on the Regulation for state management coordination regarding standards, technical regulations, metrology, and product and goods quality within the city.

A New Step in Specialized Management
This new Regulation officially takes effect on June 12, 2026, replacing the old Regulation issued in 2020. This is a crucial legal document that details the principles, forms, content, and responsibilities of agencies in coordinating the management of goods quality, from production to circulation in the Hai Phong market.
The scope of the Regulation applies to city departments, sectors, commune-level People's Committees, and organizations or individuals involved in standards, metrology, and quality activities. The Regulation aims to ensure consistency and avoid overlap or duplication in inspection activities, while ensuring no disruption to the normal production and business operations of enterprises.
Principles and Forms of Tight Coordination
The Regulation defines five core principles, emphasizing compliance with the law and clearly identifying the responsibilities of the lead agency versus the coordinating agencies. A notable new requirement is the demand for regular, timely coordination and the sharing of information and data between units.
Forms of coordination have also been diversified, ranging from electronic document exchanges and organizing conferences or training sessions to notifying and transferring files to competent authorities for handling violations or resolving complaints and denunciations.
Clearly Defining Stakeholder Responsibilities
To bring the Regulation into practice, the city has assigned specific tasks to each level and sector:
- Department of Science and Technology: Acts as the focal point agency, leading the advice to the City People's Committee on long-term and annual programs and plans. The Department is responsible for guiding and urging the update of data into the National Database on standards, metrology, and quality, and leading specialized inspection and examination activities.
- Specialized Management Departments: Responsible for leading product quality management within their assigned scope; coordinating the development of local technical regulations and managing product traceability activities. Specifically, specialized departments must proactively detect and notify the Department of Science and Technology of fraudulent acts regarding metrology.
- Commune-level People's Committees: This is the force closest to the grassroots, responsible for leading state inspections of metrology for measuring instruments and measurements at markets, shopping centers, and retail points under their management. Additionally, the commune level plays a vital role in propagating and disseminating laws directly to citizens and business households.
- Social Organizations for Consumer Protection: The Regulation encourages these organizations to participate in surveys, reporting, and providing early warnings about products showing signs of violation or risks to health and the environment.
Promoting Technology and Product Traceability
A central focus of the Regulation is the management of product and goods traceability. The Department of Science and Technology will coordinate with relevant parties to implement traceability systems, allowing consumers to easily check product information via the National Traceability Information Portal. This not only protects consumers but also enhances the competitiveness of genuine businesses in the port city.
The effective implementation of the Coordination Regulation on standards, metrology, and quality is not only the responsibility of public agencies but also requires the joint efforts of the entire society. Heads of departments, sectors, and Chairmen of People's Committees at commune level are responsible for seriously implementing the contents of the Regulation.
Every enterprise, organization, and individual involved in production and business in Hai Phong should proactively update themselves on new regulations and enhance their sense of legal compliance regarding goods quality. The synchronized and smooth coordination between the "four houses"—the State, Businesses, Scientists, and Consumers—will create a transparent and safe market, contributing to the increasingly sustainable socio-economic development of the port city.
