On May 13, 1955, Hai Phong was completely liberated, marking a historic turning point, opening a new era for the city's development. After 70 years of construction and development since Liberation Day, from a traditional industrial and seaport city, Hai Phong has risen to become one of the major economic centers, a key growth pole in the Northern region, an important industrial, service, seaport and logistics center of the whole country.
Strong transformation
The period from 2016 to present is considered a period of strong and breakthrough development for Hai Phong. The city's economic growth has always been among the leading groups in the country, maintaining 10 consecutive years of double-digit growth. State budget revenue exceeded the 100,000 billion VND mark for the first time in 2022 and has continued to maintain high growth momentum to date. Transport infrastructure is invested in a synchronous and modern direction.
This period also marks a strong transformation of Hai Phong in the PCI index rankings. Accordingly, in the period 2019 - 2024, Hai Phong continuously conquered high rankings and maintained its position in the group of leading localities over the years. 2021 is the first year that Hai Phong rose to 2nd place out of 63 provinces and cities, reaching 70.61 points, up 1.34 points and 5 rankings compared to 2020. In 2022 and 2023, Hai Phong PCI ranked 3rd nationwide and 2nd out of 11 provinces and cities in the Red River Delta. In particular, 2024 marks an important milestone when Hai Phong first registered as the champion in the PCI rankings.
The clear improvement in PCI not only attracts more investment resources but also creates a transparent and modern business environment, contributing to improving the competitiveness of the entire city's economy. For 4 consecutive years (2021 - 2024), Hai Phong has always been in the top 5 cities leading in attracting foreign investment capital, in which in 2021 it led the country with foreign investment capital attracting over 5 billion USD. Major projects from Japan, Korea and the ability to attract other satellite projects such as: LG Electronics, LG Display, Bridgestone, Nipro Pharma, Fuji Xerox, ... In addition, Hai Phong has also attracted many large domestic companies and corporations such as: Vingroup, Sungroup, Geleximco, Flamingo, ... with major projects with a total investment of more than 200 trillion VND.
In particular, on January 24, 2019, the Politburo issued Resolution No. 45-NQ/TW on building and developing Hai Phong to 2030, with a vision to 2045. This is considered a guideline to realize development aspirations, a fulcrum for the city to take off.
Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee said that after 6 years of implementing Resolution 45 of the Politburo, Hai Phong City's role as a major socio-economic center for the Red River Delta and the whole country continues to be affirmed. Along with economic development, the fields of culture - society; education and training, health, science and technology and innovation... have also achieved many important achievements.

On the 70-year journey of development and integration, Hai Phong has not only affirmed its position as a key industrial port city, but also always set out long-term strategies to act decisively and effectively, continuing to affirm its role as a driving force for national development in the present and future.

It is known that in order to continue to maintain sustainable growth momentum, affirming the role of the driving force of the region and the whole country, in the coming time, Hai Phong will focus on completing the dossier to build a new resolution to replace Resolution No. 35 of the National Assembly on piloting a number of specific mechanisms, striving to complete and submit to the National Assembly in the second quarter of 2025. After that, the Project will be completed and submitted to the competent authority to decide on the establishment of a new generation Free Trade Zone in 2025.
Accelerate the innovation of the growth model, restructure the economy towards the development of three main pillars: high-tech industry, seaports - logistics, tourism - trade. Hai Phong studies and establishes new industrial parks and industrial clusters according to the approved planning. Along with that, complete the synchronous infrastructure, especially traffic infrastructure, urban infrastructure, and digital infrastructure.
In May, the sky is filled with red phoenix flowers, Hai Phong will enter a major historical milestone, celebrating the 70th anniversary of Liberation Day (May 13, 1955 - May 13, 2025) and receiving the noble title of "heroic city". This is a new motivation for Hai Phong to confidently continue to make steady progress in the era of national development.
