This is a necessary step toward standardizing the cadre team and improving state management effectiveness in alignment with the city's digital transformation roadmap.

The Decree provides detailed regulations on determining employment positions for administrative agencies and organizations from the central to the commune level.
- Principles for Determination and Management: Implementation must comply with Party regulations and the law while ensuring objectivity, openness, transparency, and consistency with the agency's functions and tasks. The Decree specifically emphasizes strengthening decentralization and the delegation of power, upholding the responsibility of leaders, and applying science, technology, and digital transformation in management.
- Classification of Employment Positions: Civil service positions are divided into several main groups: Leadership and Management (from provincial to central levels); Professional and Technical (by industry or field); Support and Service; and specific positions within the Offices of the National Assembly Delegation, the People’s Council, and at the commune level.
- Competency Framework for Employment Positions: This is designed across three groups: General Competencies (ethics, communication, technology usage, etc.), Professional Competencies(document drafting, appraisal, etc.), and Leadership and Management Competencies (strategic thinking, decision-making, etc.). These competencies are evaluated based on five levels, from low to high.
- Approval Dossiers and Procedures: Agencies utilizing civil servants must prepare a dossier including a proposal document, a list of employment positions, job descriptions, the competency framework, and the ratio of civil servants to be submitted to the competent authority for appraisal and approval.

To implement the Decree, Vice Chairman Vu Tien Phung has provided specific instructions for agencies and units across Hai Phong:
For Departments, Branches, and People's Committees of Communes, Wards, and Special Districts:
- Dissemination and Orientation: Organize broad communication of the contents of Decree 361/2025/NĐ-CP to the agencies and their subordinate units.
- Dossier Construction and Completion: Urgently determine employment positions and develop job descriptions and competency frameworks for each position.
- Timeline: Dossiers requesting approval must be submitted to the Department of Home Affairs in April 2026 for synthesis and appraisal.
- Staff Arrangement: Arrange and assign civil servants according to the approved employment positions and ratios, while simultaneously updating data in the National Database on Officials and Civil Servants.
For the Department of Home Affairs:
- Guidance and Inspection: Urge units to comply with regulations and preside over the appraisal of employment position lists for departments, branches, and commune-level People’s Committees.
- Approval Deadline: Complete the submission of the list of employment positions to the City People's Committee for approval in May 2026.
- Supervision and Reporting: Resolve complaints and denunciations related to employment positions and periodically report on implementation results, as well as difficulties and obstacles, to the Ministry of Home Affairs and the City People's Committee.
The Vice Chairman of the City People's Committee requires all agencies, units, and localities to implement these tasks seriously to ensure consistency and connectivity in the city's personnel work.
