Hai Phong Specialized Economic Zone: A New Driver for Building a Civilized and Modern Port City

February 12, 2026, marked a historical milestone in the development of Hai Phong City when the Prime Minister officially issued Decision No. 288/QĐ-TTg establishing the Hai Phong Specialized Economic Zone (SEZ). This decision is considered a "key" to opening a space for breakthrough development, positioning Hai Phong as a critical growth engine for the Red River Delta and the entire country.

Strategic Scale and Modern Infrastructure The Hai Phong Specialized Economic Zone covers a vast area of 5,300 hectares, located across six strategic communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung, and Binh Giang. According to the sources, the SEZ is planned as a modern multi-functional complex, including:

  • High-tech industrial zones.
  • General commercial-service zones.
  • Non-tariff zones.
  • A logistics center.
  • An innovation center.

The core objective of the Specialized Economic Zone is to maximize the advantages of industrial and service foundations, focusing specifically on industries with high technological content and environmental friendliness.

Vision and Development Roadmap According to the sources, the SEZ is expected to achieve the following strategic goals:

  • Contribute approximately 3 - 4% of Hai Phong City's GRDP by 2030 and exceed 5% in the period after 2030.
  • Shape the appearance of a smart green city offering high-quality services.
  • Create thousands of new jobs while enhancing the income and quality of the local workforce.

The project will be implemented in specific phases to ensure feasibility:

  • 2025 - 2026 Phase: Complete general planning and essential zonal planning.
  • 2026 - 2030 Phase: Deploy synchronous investment in technical infrastructure and begin the initial operation of new production projects.
  • 2031 - 2035 Phase: Finalize a modern socio-economic structure and promote a strong urbanization process.

Decisive and Swift Implementation Immediately following the Prime Minister's Decision, the Hai Phong City People's Committee issued "lightning-fast" directions. On February 13, 2026, the City People's Committee Office issued Document No. 1745/VP-XDCT, assigning the Economic Zone Management Board to lead the development of a detailed implementation plan, which must be submitted to the city before March 1, 2026.

Furthermore, city leaders have mandated that the six communes within the SEZ strictly manage construction order and land use. This is to ensure no illegal construction occurs on agricultural land, maintaining "clean ground" for the arrival of strategic projects.

The establishment of the Hai Phong Specialized Economic Zone serves as a testament to the dynamism, creativity, and determination of the City's Party Committee, government, and people in realizing their international aspirations. With Central support and public consensus, the SEZ is poised to become a vibrant economic hub and an attractive destination for global investors, helping build Hai Phong into a green, civilized, and modern port city.
