Hai Phong Sets Target for Digital Economy to Account for 35% of GRDP by 2025

The Hai Phong People’s Committee has just issued Plan No. 106/KH-UBND on developing the digital economy across industries and sectors in the city for 2025.

The plan sets the goal that by the end of 2025, the digital economy will account for 35% of the city’s GRDP; the digital economy within each industry and sector will reach at least 15%; and e-commerce will account for over 15% of total retail sales. Additionally, the city aims to reach a ratio of over 0.7 digital technology enterprises per 1,000 residents; ensure that 85% of the population aged 15 and above have bank accounts or accounts at other authorized financial institutions; have more than 50% of adults with digital or electronic personal signatures; and ensure that 80% of adults possess VNeID digital identification accounts. This marks a significant step to comprehensively promote digital transformation and develop Hai Phong’s modern, sustainable economy.

The plan focuses on key tasks, including conducting surveys, measuring, and evaluating the level of digital transformation across industries and sectors. The city will guide organizations, enterprises, and business households to conduct self-assessments based on standard criteria, delivered through conferences and workshops. Pilot programs will be implemented in selected areas to gather experience before scaling up citywide. At the same time, the city will support connecting entities with digital products and service ecosystems to build a sustainable local digital ecosystem.

In addition, Hai Phong emphasizes the development of strong digital technology enterprises that will serve as the advanced production force within the digital economy. Relevant authorities will identify practical challenges and assign them to digital technology businesses for solutions, following industry-specific directives to address development bottlenecks.

The city also accelerates the construction of Internet of Things (IoT) infrastructure and the synchronized implementation of digital utilities across key sectors. Hai Phong identifies five priority sectors to drive the digital economy, including e-commerce, smart tourism, smart agriculture, smart manufacturing, and information and communication technology (ICT).

The plan also requires all departments, agencies, and localities to integrate digital economy development goals and tasks into their respective digital transformation programs and sectoral plans. At the same time, there will be extensive public communication campaigns targeting officials, civil servants, workers, and citizens to raise awareness and foster consensus for implementation.
