Hai Phong Resolutely Implements Measures to Reduce Greenhouse Gas Emissions and Protect the Ozone Layer under New Decree

In an effort to realize commitments to green growth and sustainable development, Hai Phong City has taken specific steps to concretize the Government's latest regulations on environmental management. On March 26, 2026, the Office of the Hai Phong City People's Committee issued Document No. 3196/VP-NNMT, conveying the city leadership's directives on implementing the Government's Decree No. 83/2026/ND-CP. This is part of the port city's overall strategy to build a green, modern economy that is responsible to the global environment.

Strengthening the Legal Corridor for Environmental Protection

The City People's Committee's document was issued immediately after the Government released Decree No. 83/2026/ND-CP on March 23, 2026. This Decree plays a vital role in amending and supplementing several articles of Decree No. 06/2022/ND-CP regarding the reduction of greenhouse gas emissions and the protection of the ozone layer, which was previously supplemented by Decree No. 119/2025/ND-CP.

The continuous updating and refinement of emission regulations reflect the determination of Vietnam in general, and Hai Phong in particular, to pursue climate goals. Decree 83 focuses on stricter control mechanisms for large emission sources and promotes technical measures to protect the ozone layer, creating a legal prerequisite for the operation of the carbon credit market in the future.

Close Direction from City Leadership

Immediately upon receiving the Government's document, the Permanent Vice Chairman of the Hai Phong City People's Committee, Le Anh Quan, issued decisive directives to ensure timeliness and efficiency in execution. He assigned the Department of Agriculture and Environment to take the lead, coordinating closely with relevant agencies and units to thoroughly study and organize the implementation of the Decree within the city. The Department's task goes beyond merely disseminating regulations; it must also proactively advise and report to the City People's Committee on contents and tasks within its authority that need to be implemented. This demonstrates that Hai Phong is shifting from a "passive implementation" mindset to "proactively creating" environmental solutions tailored to the characteristics of an industrial port city.

Interdisciplinary Coordination in the Green Era

To bring Decree 83 into reality, Document No. 3196/VP-NNMT was sent to a series of important departments and agencies for coordination, including the Departments of Finance, Construction, Industry and Trade, Culture, Sports and Tourism, Home Affairs, Foreign Affairs, Science and Technology, Health, Education and Training, and Justice. The participation of these diverse departments shows that reducing greenhouse gas emissions is not just the task of the environmental sector but a collective responsibility:

  • Industry and Trade and Construction Sectors: Must control production processes and construction standards to reduce emissions.
  • Science and Technology Sector: Promoting clean technology solutions and digital transformation in environmental management (consistent with the digital transformation strategy mentioned in the city's 2026 budget estimates).

Strategic Connection with Hai Phong's Development Orientation

The implementation of Decree 83 at this time is particularly significant as Hai Phong is implementing Resolution No. 226/2025/QH15 on specific mechanisms, which allows the city to pilot a carbon credit exchange and offset mechanism. Concretizing Decree 83 is the technical stepping stone for the city to accurately determine emission quotas, thereby effectively operating carbon credit transactions and creating a new revenue source for the city budget to respond to climate change.

Furthermore, as Hai Phong strengthens ties with foreign partners and promotes FDI attraction into high-tech fields, maintaining a strict environmental standard according to Decree 83 will be an important "passport". It affirms to international investors that Hai Phong is a sustainable investment destination where businesses can participate deeply in the global green supply chain.

Following the Vice Chairman's direction, a comprehensive review of greenhouse gas emissions in the area will soon be implemented. Hai Phong's citizens and business community expect that the involvement of the Department of Agriculture and Rural Development and other departments will create clear guidelines, helping businesses and factories proactively transition to more environmentally friendly production models.
