- Expenditure Structure: By 2030, at least 60% of budget expenditure will be dedicated to development investment, while regular expenditure is reduced to below 40%.

- Resource and Land Management: Prioritizing a Green Breakthrough Hai Phong identifies effective land resource management and exploitation as the key to meeting rapid and sustainable growth requirements. The city will review land types to adjust planning and create reasonable land funds for industry, services, and urban areas. An urgent task is to clarify the responsibilities of organizations and individuals to definitively reclaim "suspended" projects and abandoned or misused land to release resources for growth. The city also remains steadfast in transitioning to green and renewable energy and implementing eco-friendly service business models, saying no to single-use plastics at tourist destinations.
- Transport Infrastructure: Multimodal Connectivity Hai Phong will invest in building strategic road transport axes, completing berths at Lach Huyen International Gateway Port, and constructing starting berths at Nam Do Son Port.
