Hai Phong: Ready for the first session of the 17th City People’s Council, 2026-2031 term

To consolidate the local government apparatus following the election, the Standing Committee of the Hai Phong City People's Council recently issued Plan No. 02/KH-HĐND on March 31, 2026, regarding preparations for the First Session of the 17th City People’s Council for the 2026–2031 term. This session holds special significance, laying the foundation for the operations of the highest local state power authority in the new term.

Consolidating Key Personnel and Approving Working Regulations

According to the plan, the First Session of the 17th City People’s Council is scheduled to take place over one day, on Friday, April 10, 2026. A central and pivotal focus of this session is the implementation of personnel work within its authority.

Specifically, the City People’s Council will elect key leadership positions, including the Chairman, Vice-Chairmen, and Heads of the Council's Committees. Simultaneously, delegates will elect leadership positions for the local state administrative body, including the Chairman, Vice-Chairmen, and members of the City People’s Committee. Furthermore, the session will elect People’s Jurors for the City People’s Court and Regional People’s Courts.

In addition to the elections, the City People's Council will hear the Election Committee's report on election results and the confirmation of the status of delegates for the 17th City People's Council. Delegates will also discuss and approve the Working Regulations of the 17th City People's Council for the 2026–2031 term, as well as the plan for organizing regular sessions in 2026.

Reviewing Important Socio-Economic Decisions

Beyond personnel matters, the first session of the 17th term will also consider and approve a series of important resolutions directly affecting the socio-economic development and livelihoods of the port city.

In the field of investment and infrastructure, the Council will consider adjustments and additions to the 2026 Public Investment Plan. It will decide on assigning the governing body to implement the project for renovating and upgrading the Da Bac Bridge connecting Quang Ninh province with Hai Phong. Additionally, it will review the list of land recovery projects for national and public interests. Notably, the city will consider halting the investment policy for the Hai Duong Provincial Concentrated Administrative Center project and terminating the logistics service development planning until 2025 to align with actual conditions following the merger.

Regarding social welfare and education, several humanitarian policies will be discussed, such as regulations on support policies for members of poor and near-poor households for the 2026–2030 period. The session will also address tuition fee levels for the 2025–2026 school year at financially autonomous educational institutions and specific prices for medical examination and treatment services at public health facilities. Furthermore, the Council will consider adjusting the City Housing Development Program for the 2021–2030 period and regulations on seaport infrastructure fees for petroleum and liquid gas products.

Urgent and Serious Preparations

To ensure a successful session, the Standing Committee of the City People’s Council has assigned specific tasks to relevant agencies. The City People’s Committee is responsible for preparing draft resolution dossiers on socio-economics and personnel. The Committees of the City People’s Council (Legal, Economic-Budget, Cultural-Social, and Urban) are tasked with urgently appraising reports and submissions within their respective fields.

The implementation schedule is also strictly regulated. By April 3, 2026, at the latest, the decision to summon the session will be issued and widely announced in the mass media. Appraisal reports and session documents must be sent to delegates by April 7, 2026, at the latest, for prior study.

The first session of the 17th City People’s Council is a vital starting milestone, requiring thorough preparation in accordance with legal regulations to ensure effectiveness and efficiency in state management. This will meet the expectations and trust of Hai Phong voters for the new 2026–2031 term.
