Implementing a Science and Technology Diplomacy Strategy
Following the direction of the Ministry of Foreign Affairs on implementing science and technology diplomacy until 2030, the Hai Phong City People's Committee has assigned the Department of Foreign Affairs to lead and coordinate with the Department of Science and Technology and relevant agencies to review practical needs. This activity aims to find and attract both foreign scientists and Vietnamese experts abroad to participate in solving the city's development "problems".
Urgent Need for Experts in Halal Standards
One of the top priority tasks Hai Phong is focusing on to attract international human resources is the project "Promoting the application of Halal standards and building Halal certification capacity" for local businesses to serve exports.
To implement this project, the city is seeking international experts with extensive experience in the following specific fields:
- Halal Standard Systems: Experts in building standard systems, as well as international Halal evaluation and certification processes.
- Quality Management and Supply Chain: Experts in food quality management, Halal supply chains, and product traceability.
- Integrated Management Systems: Consulting experts for implementing integrated systems such as ISO 22000, HACCP, and Halal within businesses.
- Local Human Resource Training: Training experts to build capacity for the city's management staff and productivity-quality specialists.
Prioritizing Resources from Developed Islamic Nations
The city has identified a priority to attract experts from countries with well-developed Halal standard systems, such as Malaysia, Indonesia, the UAE, Saudi Arabia, Turkey, and Singapore. This cooperation not only helps in sharing experience and transferring management models but also supports connecting Hai Phong businesses with markets in the Middle East, ASEAN, and other countries with large Muslim communities.

To ensure that the attraction of experts is implemented effectively and substantively, the city has arranged specific focal points for information exchange from the Department of Science and Technology and the Department of Foreign Affairs.
