Hai Phong: Promoting Communication on Science, Technology, and Innovation Development in 2026

Following government instructions, the Hai Phong City People’s Committee has developed a plan to strengthen communication regarding the development of science, technology, innovation, and digital transformation in 2026 to create a breakthrough for local socio-economic development. According to a report by the Ministry of Science and Technology, 2025 was a critical initial year for implementing Decision No. 1169/QD-TTg by the Prime Minister concerning communication for Resolution No. 57-NQ/TW. Hai Phong was recognized as one of the proactive localities in organizing city-wide conferences to disseminate the content of Resolution 57 down to villages and residential groups.

By the end of 2025, 100% of Ministries, ministerial-level agencies, and all 34 first-phase localities had completed the issuance of implementation plans for the Communication Program. Various segments, articles, and television programs focusing on STEM, digital skills, and startups were developed, attracting significant interest from the business community and youth. On February 2, 2026, the Government Office issued Document No. 1062/VPCP-KGVX, conveying Deputy Prime Minister Nguyen Chi Dung's instructions for units to continue effectively implementing the 2026 goals. In Hai Phong, Vice Chairman of the City People’s Committee Hoang Minh Cuong assigned specific tasks to various units.

The Department of Science and Technology will lead and coordinate with the Department of Culture, Sports, and Tourism, along with relevant agencies, to organize communication tasks under Decision 1169/QD-TTg. These communication activities must be closely integrated with the Working Program of the City Steering Committee on Science, Technology, Innovation, and Digital Transformation. Efforts will focus on solutions to overcome obstacles regarding financial resources and limited communication personnel, as noted in the Ministry of Science and Technology's 2025 report.

The city identifies communication not merely as an auxiliary activity but as a "pillar" to transform the awareness of officials, civil servants, and the public regarding the roles of science, technology, innovation, and digital transformation as primary growth drivers. City leaders requested that agencies promptly report issues beyond their authority to the Prime Minister for consideration. The synchronous implementation of these solutions is expected to integrate the content of Resolution 57 into daily life, contributing to the successful achievement of national goals for science, technology, innovation, and digital transformation development by 2030.
