On January 31, 2026, the Ministry of Agriculture and Environment officially approved the National Target Program for New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2035 period. In Hai Phong, city leaders promptly issued decisive instructions to implement this program effectively and synchronously.

The program is approved with a long-term vision, with Phase I focusing on the years 2026 to 2030. The general objective is to build modern, wealthy, beautiful, distinctive, and sustainable new rural areas associated with urbanization and adaptation to climate change. Simultaneously, the program aims to implement inclusive multidimensional poverty reduction and ensure social security for the people.
By 2030, the program sets specific targets as follows:
- Striving to increase the average income of rural residents by 5 to 3 times compared to 2020.
- Maintaining a reduction in the national multidimensional poverty rate of 1% to 1.5% per year.
- Achieving approximately 65% of communes nationwide meeting new rural standards, with about 10% reaching modern standards.
The estimated state budget allocated for the program in the 2026-2030 period is approximately 423,000 billion VND. Of this, the central budget contributes 100,000 billion VND, and local budgets contribute about 300,000 billion VND. When including integrated capital, policy credit, and community mobilization, the total expected capital to implement the program reaches approximately 1.044 million billion VND.
The program is deployed through two key components:
- Component 1: Includes 10 nationwide implementation contents such as perfecting planning, developing modern socio-economic infrastructure, human resource development, and digital transformation in rural areas.
- Component 2: Focuses on specific contents for ethnic minority and mountainous areas, including addressing shortages of residential land, housing, and production land, and preserving fine traditional cultural values.
The beneficiaries are residents, households, and communities nationwide, with priority given to poor, near-poor, and newly escaped poverty households, as well as exceptionally difficult, border, and island areas.
Immediately after the Ministry of Agriculture and Environment issued Decision No. 417/QĐ-BNNMT, on February 5, 2026, the Hai Phong City People's Committee Office issued Document No. 1387/VP-NNMT conveying the instructions of Vice Chairman Tran Van Quan.
Accordingly, the city leadership tasked the Department of Agriculture and Environment with leading and coordinating with relevant agencies to advise on the program's implementation within the city. Hai Phong is determined to integrate resources, decentralize, and empower the grassroots level to successfully achieve the goals of new rural development and sustainable poverty reduction in this new phase.
The program is not only an economic development solution but also consolidates people's trust in the Party and State, while maintaining national defense and security in strategic regions of the city and the country.
