On March 17, 2026, the Office of the Hai Phong City People's Committee issued Document No. 2741/VP-VX regarding the implementation of Government Decree No. 66/2026/ND-CP dated March 2, 2026. This move is considered a timely step to concretize the latest provisions of the Law on Education while creating a transparent legal corridor for local educational institutions to transform toward sustainable and humanistic development.

Under Document No. 2741/VP-VX, Vice Chairman of the City People's Committee Vu Tien Phung directly assigned the Department of Education and Training to coordinate with the People's Committees of communes, wards, special zones, and relevant agencies to strictly implement the regulations of Decree 66/2026/ND-CP. The Department must provide timely advice to ensure that the application of these new regulations is not interrupted or burdensome for citizens and educational enterprises. The Office of the City People's Committee is responsible for notifying and urging units to follow the roadmap.
A core content of Decree 66/2026/ND-CP being focused on by Hai Phong is the process of converting private nurseries, kindergartens, and general schools to non-profit operations. To perform this conversion, investors must prepare strict dossiers, including:
- Commitment Document: Representatives of at least 75% of the total contributed capital must sign a commitment to operate on a non-profit basis, ensuring they will not withdraw capital or receive profits.
- Internal Regulations: Drafts of organizational, operational, and internal financial regulations must clearly show the non-profit principle.
- Asset Dossiers: Copies of audit reports, agreements to resolve capital for investors who do not agree to the conversion, and documents regarding land and personnel.
The dossier processing procedure is specifically regulated to reduce administrative procedures. Within 13 working days of receiving a complete dossier, the competent authority must organize assessments and issue a conversion decision. Results will be publicly announced on the electronic information portals of the approving agencies.
A highlight of Decree 66/2026/ND-CP is the improvement of study encouragement scholarships and policy scholarships. The criteria have been expanded and detailed:
- Encouragement Scholarships: For students in specialized or gifted schools with "Good" academic results or higher, or those who win national or international prizes. The scholarship level for specialized school students is no less than three times the current local tuition fee.
- Policy Scholarships: Applicable to students in the recruitment system, ethnic boarding schools, and disabled vocational trainees. Benefits can reach 80% - 100% of the base salary per month depending on the subject.
Funding is guaranteed by the state budget for public schools and at least 2% of tuition revenue for private schools. Hai Phong is committed to ensuring accurate, full, and timely payments to learners via bank transfer or cash.
The Decree also reflects State care for the cultural and social lives of the younger generation through discounts on public services. Students are entitled to ticket price reductions for public transport (trains, buses, metro, and ferries) as well as cultural and entertainment venues like museums, historical sites, and exhibitions. Hai Phong city leaders will decide on specific reduction levels based on local conditions.
The Decree clarifies procedures for appointing managers in both public and private educational institutions. For private institutions, the appointment of principals and vice-principals must follow a collective principle and receive consent from investors representing at least 75% of the contributed capital. Furthermore, the regulations for awarding Honorary Doctorates and Honorary Professors have been standardized to recognize educators and scientists with outstanding contributions to Vietnamese education.
Decree 66/2026/ND-CP officially took effect on March 15, 2026, replacing the previous Decree 84/2020/ND-CP. With close direction from the City People's Committee, Hai Phong's education sector is urgently reviewing the system to ensure a smooth and effective transition.
