On the afternoon of December 31, the People's Committee of Hai Phong City held a Conference to implement the Resolution of the City Party Committee and People's Council on the tasks of socio-economic development, national defense and security of the city in 2025.

Aiming for an economic growth rate of 12.5%

The theme of Hai Phong City in 2025 is "Expanding economic and urban space; promoting specific mechanisms and policies; enhancing green transformation and digital transformation", in which the viewpoints, goals, tasks and solutions for socio-economic development in 2025 are synchronously and effectively implemented, departments, branches, localities and units in directing, operating and managing towards the goal of achieving an economic growth rate of 12.5%.

The city focuses on 6 key tasks of direction and management, including: Closely following and resolutely and effectively implementing the Resolution of the 13th National Congress of the Party and the Resolutions and Action Programs of the National Assembly and the Government; renewing the growth model, restructuring the economy towards the development of 3 main pillars: High-tech industry, seaports - logistics, tourism - trade; strengthening budget revenue and expenditure discipline; accelerating disbursement of public investment capital; strengthening discipline; promoting the work of preventing and combating corruption, waste, and negativity, building a clean and comprehensively strong political system; focusing on innovating and arranging the apparatus "Streamlined - lean - strong - efficient - effective - effective". Further promoting the spirit of responsibility, proactiveness, creativity, daring to think, daring to do, daring to take responsibility for the common interest; rectifying and thoroughly overcoming the avoidance and shirking of responsibility in the performance of public duties.

Continue to innovate trade promotion activities

Speaking at the conference, Secretary of the Hai Phong City Party Committee Le Tien Chau emphasized: 2025 is a year of special importance, the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025, the year of implementing the revolution in streamlining the organizational apparatus, arranging administrative units at district and commune levels, the year of focusing on organizing Party Congresses at all levels, towards the 14th National Congress of the Party, the year of preparing and consolidating fundamental factors, creating a premise for our country to confidently enter a new era - the era of national prosperity and prosperity, towards successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021-2030.

Regarding socio-economic development and investment attraction, Secretary of the City Party Committee Le Tien Chau requested that city departments, branches and local units continue to promote exports; step up trade promotion, expand and diversify supply chains, production chains and import and export markets in association with improving product quality, participating more deeply and widely in regional and global supply chains.

Continue to innovate trade promotion activities, focusing on promoting the digital transformation program in trade promotion activities and connecting supply and demand at the highest level. Regularly update information on foreign market situations; regulations, standards, and conditions of foreign markets that may affect Vietnam's import and export activities and make recommendations to import and export associations and enterprises.

Focus on developing commercial infrastructure, advising and proposing solutions to develop the market system in the city. Research and propose plans to build a city exhibition center.

Strongly develop the domestic market; implement activities to connect supply and demand and promote domestic market trade; total retail sales of goods and service revenue reach about 251 billion VND, an increase of about 12.5% ​​compared to 2024. Closely monitor the market situation, implement measures to ensure balance of supply and demand of goods, especially during peak holidays and Tet, as a premise to implement solutions to stimulate consumption, promote domestic trade to avoid shortages and price fever.

Strictly implement regulations on price declaration, price posting, and price information disclosure. Effectively organize the implementation of the Domestic Market Development Project in conjunction with the Campaign "Vietnamese people prioritize using Vietnamese goods". Effectively carry out the work of combating fraud of goods origin.

Creating a favorable environment and encouraging the strong development of private enterprises is truly an important driving force of the economy. Continue to effectively implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

Promote multi-stakeholder business linkages; closely connect state-owned enterprises, private enterprises and FDI enterprises. Develop a dynamic and effective collective economy and cooperatives to contribute to job creation, income increase, poverty reduction, new rural development and social security.

Hai Phong City leaders commended collectives and individuals with outstanding achievements in the city's socio-economic development in 2024.

Start of some major projects

In 2024, Hai Phong City's economy will maintain its growth momentum with a gross regional domestic product (GRDP) increase of 11.01% over the same period, about 1.6 times higher than the national average, ranking 3rd in the country and first in the Red River Delta. The city's investment and business environment continues to improve, and investment promotion activities have achieved many positive results.

Commencement of a number of major projects in the fields of transport, industry and urban areas, contributing to raising the status and opening up space and development potential for many economic and social sectors of the city. The cultural, social and environmental sectors continue to receive attention; social security is ensured.

At the conference, Mr. Nguyen Duc Tho, Vice Chairman of Hai Phong City People's Committee announced the decisions of the City People's Committee on assigning socio-economic development plan targets for 2025; assigning state budget revenue and expenditure estimates for 2025; the work program of the City People's Committee in 2025; and the draft Directive on the direction and administration of the City People's Committee in 2025.
