The Hai Phong City Department of Education and Training and Cambridge International Education(United Kingdom) will sign a Memorandum of Understanding (MOU) on education and training. This event marks a significant step in introducing international standard educational programs into the Port City's school system.
The MOU is signed in the context of the Vietnam-UK relationship being upgraded to a Comprehensive Strategic Partnership in 2025. Cambridge International Education, a part of the University of Cambridge, is a prestigious global organization providing high-quality educational services and assessment systems.
The signatories of the memorandum include:
- On behalf of the Hai Phong Department of Education and Training: Mr. Luong Van Viet – Director.
- On behalf of Cambridge International Education: Mr. Melvyn Lim – Senior Manager for Vietnam, Myanmar, Cambodia, and Laos.
The primary goal of this signing is to foster cooperation and help students in Hai Phong access advanced Cambridge educational programs and assessment systems. Both parties affirmed a shared interest in:
- Implementing Cambridge international programs for city students, with a focus on applying them in public schools.
- Coordinating closely between senior officials to carry out licensing procedures and sign specific contract agreements in the future.
- Ensuring international integration while preserving and promoting the values and identity of Vietnamese education.
The MOU is valid for 05 years from the date of signing. Its content is based on voluntary principles, consistent with each party's functions and tasks, and strictly complies with current Vietnamese law. Legally, this is a statement of intent for cooperation and does not create a legally binding relationship unless specific agreements are signed later. Both parties also committed to strict information confidentiality and respecting each other's intellectual property and trademarks throughout the cooperation.
Prior to the signing, the draft MOU received positive appraisal from the Department of Foreign Affairs and the City Police regarding its consistency with the Law on International Agreements. Vice Chairman of the City People's Committee Vu Tien Phung authorized the Department of Education and Training to execute the signing.
According to the plan, the full text of the MOU will be publicly posted on the official website of the Department of Education and Training to ensure transparency and help parents and students easily access the information.
