To realize the goal of attracting high-quality investment from Europe, Hai Phong City is actively implementing cooperation with CTP Invest, an enterprise that owns a chain of large industrial parks in Europe. Previously, as part of a city delegation's business trip to the Czech Republic and the Kingdom of Belgium in late 2025, led by City Party Secretary Le Tien Chau, the Hai Phong Economic Zone Authority (HEZA) and CTP Invest exchanged a Memorandum of Understanding (MOU).
Strategic Cooperation Framework
The MOU consists of 5 articles, focusing on strengthening linkages and sharing in-depth experience in planning, constructing, and operating successful models such as high-tech industrial parks and free trade zones. The signing representatives were Ms. Nguyen Thi Bich Dung, Deputy Head of HEZA, and Mr. Remon Leonard Vos, CEO of CTP Invest.
Under the agreement, the two sides are coordinating on several key areas:
- Surveying and procedural support: Jointly identifying optimal locations to establish high-tech industrial parks based on investor criteria and related administrative procedures.
- Experience exchange: Promoting visits and working sessions by delegations at all levels to study the possibility of building similar industrial ecosystems in Hai Phong.
Project Implementation Progress
As of February 2026, HEZA has been actively supporting the investor in project preparation steps. Currently, CTP Invest is focused on researching investment procedures for a logistics and factory construction project at Trang Due 3 Industrial Park. Serving as the agency responsible for monitoring international cooperation agreements, the Department of Foreign Affairs has tracked and reported progress to the City People's Committee for timely guidance.
Official investment procedures are expected to be implemented within Q1/2026. HEZA is committed to continuing its partnership with the investor to complete legal procedures early and bring the project into operation, thereby contributing specifically to the growth of the city's FDI attraction.
