Hai Phong Proactively Accesses National Digital Transformation Product and Solution Directory: A Critical Platform to Drive Digital Government, Digital Economy, and Digital Society

The Office of the Hai Phong City People's Committee has recently issued a document conveying instructions from Vice Chairman Hoang Minh Cuong regarding the research and application of the Directory of products and solutions for digital government, digital economy, and digital society published by the Ministry of Science and Technology. This move demonstrates the city leadership's determination to proactively keep pace with national digital transformation trends, laying the foundation for Hai Phong to become one of Vietnam's leading smart cities.

Background and Basis for Issuance

Previously, the Ministry of Science and Technology issued Document No. 2765/BKHCN-CĐSQG regarding the Directory of products and solutions for digital government, digital economy, and digital society. This is a significant output within the framework of the 2026 Work Program of the Central Steering Committee for the development of science, technology, innovation, and digital transformation. The Ministry of Science and Technology was tasked with leading the coordination to review, standardize, and publish the directory to promote the digital transformation market.

Development of the Directory

To build this directory, the Ministry of Science and Technology surveyed and synthesized three major data sources: 404 products and solutions from 163 units via electronic forms; 408 products and solutions from 301 units through Associations; and more than 1,200 software products, platforms, and equipment within the political system provided by over 18,500 agencies and units. Following a review and standardization process, the April 2026 Directory recorded a total of 1,591 products and solutions developed by 360 units, classified under the three pillars of digital transformation.

The Three Pillars of Digital Transformation

  • Digital Government Pillar: Divided into 18 groups, including 16 groups corresponding to current state management sectors and two specialized groups: "Shared products and solutions" and "Products and solutions supporting state agencies in serving citizens and businesses," totaling 2,446 classification entries.
  • Digital Economy Pillar: Divided into 22 groups corresponding to the Vietnam standard industrial classification list under Prime Ministerial Decision No. 27/2018/QD-TTg dated July 6, 2018, totaling 1,347 classification entries.
  • Digital Society Pillar: Divided into 22 groups based on the needs of citizens and communities, referencing international platform experiences such as the Apple Store and Google Play, totaling 502 classification entries.

A flexible feature of the Directory is that a single product or solution can simultaneously belong to multiple pillars and detailed groups, reflecting the versatile nature of modern digital technology solutions.

Instructions from Hai Phong Leadership and Significance for the City

According to Official Dispatch 5078/VP-VX, Vice Chairman Hoang Minh Cuong has assigned the Department of Science and Technology to lead and coordinate with relevant agencies to perform two specific tasks. First, they are to study and reference the Directory while proposing and implementing the city's digital transformation activities. Second, they must proactively contact the Ministry of Science and Technology for implementation guidance, periodic updates, and to timely supplement, review overlaps, and verify information before publication as regulated.

For Hai Phong—a city accelerating its development toward becoming a smart city, an international maritime hub, and a logistics center—the National Digital Transformation Product and Solution Directory holds strategic significance in several aspects.

Regarding governance and public services, the Directory provides a useful reference "library" for departments and sectors to select appropriate products for implementing online public services, building electronic government, and improving state management efficiency. Instead of each unit searching for solutions independently, this standardized directory saves significant time and resources.

Regarding digital economy development, with over 1,300 solutions under the Digital Economy pillar, Hai Phong businesses—especially those in logistics, seaports, international trade, and processing industries—have an abundant reference source to choose suitable technologies. This will accelerate the digitization of production and business activities and enhance competitiveness.

Regarding digital society and citizen services, solutions under the Digital Society pillar offer opportunities for Hai Phong to improve the quality of healthcare, education, transportation, and social welfare through digitization, aiming for the goal that "no one is left behind" in the digital transformation process.

Notably, the periodic updates and regular supplement mechanism of the Directory ensure that information keeps pace with the rapid development of the technology market, providing Hai Phong with advanced technology options suitable for each development stage. The serious implementation of these instructions is expected to create a solid foundation for Hai Phong to successfully achieve its digital transformation goals for the 2025–2030 period, contributing to the city's image in the eyes of investors, international partners, and the overseas Vietnamese community.
