On the morning of December 5, a high-level delegation of the Lao People's Revolutionary Party, led by Bounthong Chitmany, Member of the Politburo, Standing Member of the Party Secretariat, Vice President of the Lao People's Democratic Republic, and Head of the Committee on Party Regulations and Personnel for the 12th Congress of the Lao People's Revolutionary Party, visited and worked in Hai Phong.

Mr.Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong National Assembly Delegation, welcomed the delegation.
The delegation also included Sisay Ludetmounsone, Member of the Politburo, Secretary of the Central Committee, Head of the Central Organization Committee, and Deputy Head of the Committee on Party Regulations and Personnel for the 12th Congress of the Lao People's Revolutionary Party, along with other leaders from the Central Inspection Committee, Central Organization Committee, Central External Relations Committee, and the Lao Embassy in Vietnam.
Representing Hai Phong, the reception included Mr.Le Tien Chau, as well as members of the Standing Committee of the City Party Committee: Mrs.Dao Khanh Ha, Head of the Propaganda Department; Mr.Le Tri Vu, Head of the Organization Department; and Mr. Le Ngoc Tru, Secretary of the Hong Bang District Party Committee. Also present were Mr. Hoang Minh Cuong, Vice Chairman of the Hai Phong People’s Committee, and representatives from various departments, sectors, and related organizations.

During the meeting, Mr. Le Tien Chau warmly welcomed the delegation, emphasizing the enduring and invaluable friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos. He highlighted the foundations laid by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong, which have been carefully nurtured by generations of leaders and people from both nations. This relationship is a shared treasure and a platform for future generations to uphold and strengthen.
The Secretary noted that the Vietnam-Laos comprehensive cooperation has been deepened and made more practical and effective across various sectors, adhering to the spirit of "comrades and brothers." He expressed his firm belief that this visit by the Standing Member of the Party Secretariat and Vice President of Laos would further strengthen the great friendship, special solidarity, and comprehensive cooperation between the two countries, ensuring it remains “ever-green and ever-sustainable.”

The Secretary also highlighted the fruitful cooperation between Hai Phong and Laos’ provinces, such as Vientiane and Oudomxay, particularly in party-building, governance, healthcare, tourism, investment, trade, and education. Hai Phong is currently providing training for nearly 120 Lao students at its universities. Additionally, the city actively promotes delegation exchanges, people-to-people diplomacy, and cultural ties, creating a strong foundation for advancing these relationships in the future.
He shared details about Hai Phong’s socio-economic development and expressed a desire for continued support from Lao leaders to strengthen the traditional friendship, solidarity, and multifaceted cooperation between Hai Phong and Laos' localities, particularly Vientiane and Oudomxay.

On behalf of the delegation, Bounthong Chitmany thanked Hai Phong’s leadership for their warm reception and support during the visit. He congratulated Hai Phong on its socio-economic achievements, including ensuring social welfare and attracting FDI. He praised the city’s dynamic development and expressed his admiration for its innovative approaches to implementing Party directives and socio-economic goals.
During the meeting, both sides exchanged experiences and practical insights on party-building, local governance, administrative reorganization, and socio-economic development, laying the groundwork for further collaboration.
