Hai Phong Organizes Conference to Deploy Specific Mechanisms for Science, Technology, and Innovation

To realize the breakthrough policies in the National Assembly's Resolution, on February 6, 2026, the Hai Phong Department of Science and Technology chaired a conference to disseminate specific policies for science, technology, and innovation (STI). This is a crucial step to help local authorities, organizations, and businesses in the area promptly grasp new regulations to promote socio-economic development.

Institutionalizing Specific Mechanisms from Resolution 226

On June 27, 2025, the National Assembly passed Resolution No. 226/2025/QH15 regarding the pilot of several specific mechanisms and policies for the development of Hai Phong City, with a focus on the STI development policy group. To institutionalize these policies, the Department of Science and Technology advised the City People's Council to issue 06 Resolutions and the City People's Committee to issue 04 Decisions for local implementation.

Breakthrough Policy Groups

At the conference, delegates were introduced to 07 detailed new policy groups, including:

  • High-Quality Human Resource Development: Policies to attract and incentivize experts and scientists in the fields of semiconductors and artificial intelligence (AI) for the 2025–2030 period. Eligible experts can receive a one-time support of up to 100 million VND and awards for international exclusive patents reaching 120 million VND.
  • Land Incentives: Exemption from land and water surface rent for 15 years, followed by a 50% reduction for the next 09 years for S&T enterprises implementing production projects derived from research results.
  • Tax Incentives: Applied to creative startups, innovation, semiconductors, and AI activities.
  • Non-refundable Financial Support: Support from the city budget for organizations and individuals conducting S&T and creative startup activities.
  • Technical Infrastructure Support: Policies for the direct rental of S&T infrastructure assets without an auction. Support levels can reach 100% for individuals and 80% for organizations.
  • New Technology Testing (Sandbox): Regulations on criteria and procedures for conducting controlled testing of new technological solutions.
  • Venture Capital Fund: The establishment scheme and operational mechanism of the Hai Phong Venture Capital Fund.

Broad Implementation to the Grassroots Level

Notably, the conference was organized in a hybrid format, combining in-person sessions at the headquarters of the Department of Science and Technology with online connections reaching every commune, ward, and special zoneacross the city. The Department of Science and Technology invited relevant businesses and individuals to participate so that these specific policies can quickly come to life, creating a breakthrough momentum for the Port City.
