Cat Bi – Hai Phong International Airport has not yet specified concrete times to resume domestic departure and arrival flights.

Hai Phong People’s Committee sent an urgent document No. 7259/UBND – VX to Ministry of Transportation and Vietnam Aviation Department on domestic routes operation at Hai Phong in response to document No. 4221/CHK – VTHK issued by Vietnam Aviation Department on October 01st 2021 on operation plan of regular domestic routes during the COVID-19 pandemic.
Accordingly, Hai Phong People’s Committee requested Vietnam Aviation Department to not yet operate departure/arrival flights from/to Hai Phong City.
According to document No. 4221, Vietnam Aviation Department suggested resume arrival and departure flights to and from such localities as Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Quang Ninh, Nghe An, Dien Bien, Thua Thien Hue, Quang Binh, Quang Nam, Dak Lak, Gia Lai, Lam Dong, Phu Yen, Binh Dinh, Ba Ria – Vung Tau, Khanh Hoa, Kien Giang, Ca Mau, with a total number of 385 return flights per day.
In accordance with Transportation Ministry’s latest guidance, domestic air transport would be reoperated in 04 phases applied for localities where measures to the COVID-19 pandemic prevention and control had been put at ease.
In phase 1 (in maximum 10 days since the day applied the aforementioned temporary Guidance): the frequency in each flight of each airline would not exceed 50% compared to the first 10 days of April 2021’s average of that airline, and requiring flights to applydistanced seating .
In phase 2 (in maximum 10 days since the ending day of the phase 1): the frequency in each flight of each airline would not exceed 70% compared to the first 10 days of April 2021’s average of that airline (no need for distanced seating).
In phase 3 (implemented since the end of phase 2): the frequency in each flight of each airline would not pass an average frequency of the first 10 days of April 2021 of that airline (no need for distanced seating).
In phase 4 (new normal status): would be operated as normal.
During implementation of the phase 1 and phase 2: new air routes, flights with a frequency of 01 flight per day per airline would be allowed to operate 01 flight per day, and apply distanced seating during the phase 1.
Grounded on the COVID-19 situation in localities, and agreement of province people’s Committee managing airports (departure, arrival terminals), Vietnam Aviation Department would decide further operation frequency adjustment (if necessary) in each phases.
In case that the National Steering Committee for COVID-19 Prevention and Control or Health Ministry launched other specific regulation, the implementation would comply with those directions.
