Hai Phong: Nomura - Hai Phong Industrial Zone Phase 2 to Be Developed Soon

Deputy Prime Minister, Mr. Tran Hong Ha has just approved the investment policy for the construction and infrastructure business of the Nomura - Hai Phong Industrial Park, with a project investment capital of VND 2,782.72 billion.

According to Decision No. 1709/QD-TTg, Deputy Prime Minister, Mr. Tran Hong Ha has agreed to the investment policy for the second phase of the Nomura - Hai Phong Industrial Park project and approved the investor as Hai Phong International Industrial Park Joint Stock Company.

The project aims to invest in the construction and business of an ecological industrial park. The project has a total area of 197.16 hectares and a total investment capital of VND 2,782.72 billion, of which the investor’s equity contribution is VND 425 billion.

The project will be implemented in the wards of An Hung, An Hong, and Dai Ban in Hong Bang District, Hai Phong City. The project’s implementation period is no more than 24 months from the date the state hands over the land.

The Hai Phong People’s Committee has been tasked with directing the Hai Phong Economic Zone Authority to guide the investor in detailing the project’s implementation progress.

The Ministry of Planning and Investment is responsible for the appraisal of the project’s investment policy and for managing the state’s oversight of industrial parks in accordance with investment laws and other related regulations.

Relevant ministries are responsible for the appraisal of the project’s investment policy within the scope of their functions and tasks as prescribed by law.

At the same time, the Hai Phong People’s Committee is fully responsible for approving the detailed construction planning of the second phase of the Nomura - Hai Phong Industrial Park in accordance with construction, planning, and other related laws regarding procedures and content.

It must also organize the formulation and implementation of plans for land acquisition, compensation, support, resettlement, land use conversion, and land leasing for the project, in line with documents approved by competent authorities regarding project scale, location, and implementation progress.

The Hai Phong International Industrial Park Joint Stock Company (the investor) is responsible before the law for the legality, accuracy, and truthfulness of the project documents and materials submitted to competent authorities; complying with legal regulations in project implementation according to the approved planning and investment policy; contributing sufficient equity to implement the project; using this capital contribution strictly for project implementation; and complying with laws on investment, land, real estate business, and other related legal provisions. The investor must also fully meet the conditions for conducting real estate business as an organization.

Earlier, the first phase of the Nomura - Hai Phong Industrial Park was established on December 23, 1994, under Investment License No. 1091/GP issued by the State Committee for Cooperation and Investment. It was the first industrial park with foreign direct investment in Northern Vietnam and one of the earliest in Hai Phong. The project’s investor was the Nomura - Hai Phong Industrial Park Development Joint Stock Company (a joint venture between Hai Phong City and Nomura Holdings INC from Japan).

Currently, after nearly 30 years of development, the Nomura Industrial Park has reached 98% occupancy, with 50 projects—mainly Japanese-invested projects—such as KOKUYO Vietnam’s paper office supplies production, IKO THOMPSON Vietnam’s production of specialized machinery, and automotive parts manufacturing.

On January 12, 2023, the Nomura - Hai Phong Industrial Park Development Company proposed adjusting several project details, including investor information, business registration content, and project investment content—particularly renaming the industrial park from Nomura - Hai Phong Industrial Park to Japan - Hai Phong Industrial Park.
