Deputy Prime Minister Tran Hong Ha has just approved the investment policy to build and operate the infrastructure of Nomura - Hai Phong Industrial Park, with an investment capital of VND2,782.72 billion.
According to Decision 1709/QD-TTg, the Deputy Prime Minister approved the investment policy for construction and business of infrastructure of Nomura - Hai Phong Industrial Park (phase 2), Hai Phong city; at the same time, approved the investor as Hai Phong International Industrial Park Joint Stock Company.
The project's objective is to invest in the construction and business of industrial park infrastructure in the form of an ecological industrial park. The project's area is 197.16 hectares; the project's investment capital is 2,782.72 billion VND, of which the investor's capital contribution is 425 billion VND.
The project is implemented in An Hung, An Hong, Dai Ban wards, Hong Bang District, Hai Phong City. The project implementation progress is no more than 24 months from the date of land handover by the State.
Hai Phong City People's Committee directed the Hai Phong Economic Zone Management Board to guide investors in specifying the project implementation progress.
The Ministry of Planning and Investment is responsible for the assigned contents of project investment policy appraisal and state management of industrial zones in accordance with the provisions of the law on investment and relevant laws.

At the same time, the People's Committee of Hai Phong city is fully responsible for approving the zoning plan for the construction of Nomura - Hai Phong industrial park (phase 2) in accordance with the provisions of the law on construction, the law on planning and other relevant legal provisions on the order, procedures and contents of the plan.
Organize the development and implementation of plans for land recovery, compensation, support, resettlement, conversion of land use purposes, and land lease to implement the Project in accordance with documents approved by competent authorities on project area scale, location, and progress.
Request, Hai Phong International Industrial Park Joint Stock Company (investor) is responsible before the law for the legality, accuracy and honesty of the contents of the project dossier and documents sent to competent state agencies; comply with the provisions of law in implementing the project according to the approved planning and investment policy; contribute sufficient equity capital to implement the project; use equity capital to implement the project in accordance with the commitment and comply with the provisions of the law on investment, the law on land, the law on real estate business and other relevant provisions of law; fully meet the conditions for organizations when doing real estate business.
Previously, Nomura - Hai Phong Industrial Park Phase 1 was established on December 23, 1994 under Investment License No. 1091/GP of the State Committee for Cooperation and Investment, the first industrial park with foreign direct investment in the Northern provinces and also one of the first industrial parks in Hai Phong. The project's investor is Nomura - Hai Phong Industrial Park Development Joint Stock Company (a joint venture between Hai Phong City and Nomura Holdings INC from Japan).
