On the afternoon of October 5, Hai Phong National Assembly Delegation led by Mr. La Thanh Tan, Deputy Head of Hai Phong National Assembly Delegation, along with Mr. Tong Van Bang, Parliament Member, Chairman of Hai Phong Labor Federation supervised the affairs and results of implementing Law on Emulation and Commendation in the city area (from January 1, 2016 to June 30, 2021) at Department of Home Affairs. Attending the meeting, there were leaders of relevant departments and units also.
In order to effectively implement Law on Emulation and Commendation as well as guidance documents, over the past time, Department of Home Affairs has promptly advised the City People's Committee to issue many documents for directing and implementing emulation and commendation works in the city area. From 2016 up to now, Department of Home Affairs has actively advised the City to effectively implement emulation movements launched by Central Committee for Emulation and Commendation and Prime Minister such as: "The whole country joins hands to build new rural areas", "The whole country joins hands for poor people, leaving no one behind"; and other emulation movements namely: "Vietnamese enterprises with Development and Integration", "Cadres, civil servants and officials emulate implementing office culture" in the period of 2019-2025; successfully implementing dual goals of both socio-economic development and effective prevention and control of Covid-19 epidemic; other emulation movements for socio-economic development, defense - security in the field of party building, government building at all levels...
Director of Department of Home Affairs reported at the meeting
With the principle of commending and rewarding timely, taking work efficiency and emulation achievements as the basis for deciding the rewards in proportion to achievements, do not run after achievements and avoid formalities. The city's commendation works haverecently been put in order, the appraisal of dossiers and commendation proposals of all city's levels and branches have ensured compliance with the provisions of Law on Emulation and Commendation as well as other guiding documents. The process of evaluating emulation and commendation is strictly implemented from grassroots levels ensuring democracy, publicity and fairness.
At the meeting, Department of Home Affairs proposed to National Assembly the amendments and supplements of some provisions of Law on Emulation and Commendation such as: adding the form of thematic emulation in Clause 1, Article 15; supplementing the scope of emulation, including emulation clusters organized by Central Emulation - Commendation Council and ministries, central departments, branches and provinces in Clause 2, Article 15; adjusting authorities to launch emulation movements of heads of ministries, departments, branches, agencies, organizations and units in Article 18... It is proposed that Government soon promulgate a Decree to replace Prime Minister's Decision No. 51/2010/QD-TTg dated July 28, 2010 on promulgating the Management Regulations on organizing the consideration of honoring titles and awarding prizes to entrepreneurs and enterprises. It is also proposed that the City continue to pay attention to orient and direct the works of emulation and commendation as well as organize the apparatus for emulation and commendation at all levels...

Speaking at the meeting, Mr. La Thanh Tan, Deputy Head of the City National Assembly Delegation assessed that Department of Home Affairs has carried out tasks effectively in advising the City about emulation and commendation activities; the organization and launching of emulation and commendation movements in the city area have been renewed and brought positive effectsbecoming a driving force and an important foundation for city's socio-economic development. He suggested that Department of Home Affairs in the coming time should continue to strengthen propaganda on policies and laws on emulation and commendation for party members, officials and the people. The organization of emulation movement needs to be renovated methods and forms suitable to each locality and unit; simultaneously step up the propaganda, discovery, praise and replication of good examples. In the reward works, it is necessary to promptly reward people who directly work, produce, have new models and creative ways.
On behalf of the City National Assembly Delegation, Mr. La Thanh Tan, Deputy Head of the City National Assembly Delegation acknowledged and recorded all recommendations of Department of Home Affairs and delegates and will synthesize opinions and proposals of Department of Home Affairs and related units for submitting to National Assembly in the upcoming session.
