In late May 2026, Hai Phong City issued a series of critical directives to realize the Government's breakthrough incentive policies in the fields of education, training. With a proactive and decisive spirit, city leaders assigned specific tasks to various departments and agencies to ensure these new regulations are promptly and effectively implemented, creating momentum for the sustainable development of the port city in the new era.

Exceptional Incentives for Science and Technology Personnel
To prepare high-quality human resources for key technical fields, the Hai Phong City People's Committee issued directives to synchronously implement a trio of newly enacted government decrees on education. Vice Chairman of the Hai Phong City People’s Committee Vu Tien Phung assigned the Department of Education and Training to lead the implementation of policies under Decrees No. 176/2026/ND-CP, 179/2026/ND-CP, and 188/2026/ND-CP.
In particular, Decree No. 176/2026/ND-CP marks a new step in attracting talent for the nuclear power industry. The policy applies to lecturers, students, and PhD candidates working directly in this field. Lecturers who are the lead authors of scientific articles published in prestigious international journals will receive financial support equal to 40 times the base salary. For learners, incentives include tuition waivers, free dormitory stay, and very high monthly stipends: 2.0 times the base salary for students; 3.5 times for master's students; and 5.0 times for PhD candidates. Notably, those studying abroad are also supported with two round-trip airfares and an additional monthly allowance of at least 300 USD from project investors.
Parallel to this, Decree No. 179/2026/ND-CP focuses on granting scholarships to students in basic sciences, key technical fields, and strategic technologies. The priority list includes Biology, Mathematics, Computer Science, Information Technology, Semiconductors, and Construction. The highest scholarship for talented PhD candidates reaches 8.4 million VND/month. For undergraduate students in semiconductors or basic sciences, the support level is 4.2 million VND/month. To benefit, learners must meet criteria for excellent academic results or high prizes in national or international excellence exams.
Ensuring Welfare and Benefits for Students in Border Areas
Alongside investments in high-level human resources, the city pays special attention to educational work in difficult areas through the implementation of Decree No. 188/2026/ND-CP. This policy focuses on comprehensive support for students at ethnic boarding schools and schools in inland border communes.
Hai Phong will implement practical living support levels: each day-boarding student (lunch only) receives 450,000 VND/month and 8kg of rice; boarding students receive 1,170,000 VND/month and 15kg of rice. Additionally, each year, boarding students receive 2.05 million VND to purchase uniforms and school supplies such as notebooks, pens, and learning tools. The Hai Phong City People’s Committee is responsible for directing the receipt and distribution of rice from the national reserve to ensure it reaches the right subjects and meets national quality standards.
Responsibility and Determination in Implementation
To ensure the regulations are strictly implemented, the Hai Phong City People’s Committee has clearly defined responsibilities for each focal unit. The Office of the Hai Phong City People’s Committee continuously monitors and urges the lead units, such as the Department of Education and Training and the Department of Finance, to follow the set roadmap.
All difficulties and obstacles during implementation must be summarized and reported promptly to the Hai Phong City People’s Committee and relevant ministries. With close coordination between forces and guaranteed funding from the state budget and legal mobilized sources, Hai Phong is striving to build a foundation of intellectual human resources to serve the goals of sustainable socio-economic development.
