According to Ministry of Transportation, the 2021 – 2030 Roadways Network Masterplan, vision by 2050 had been approved by Prime Minister on September 01, 2021, including 04 lane Ninh Binh – Hai Phong Expressway (CT.08) of 109km long .
Currently, Hai Phong City People’s Committee had accomplished the construction of 22km road(in which 13km in Hai Phong’s area and 09km in Thai Binh) while Thai Binh Province People’s Committee were under preparation for the construction of about 80km road (18km in Ninh Binh, 29km in Nam Dinh and 33km in Thai Binh). Therefore, only07km in Hai Phong City’s area was yet to be invested.
Ministry of Transportation supported the proposal that Hai Phong City was in charge of the remaining 7km of Ninh Binh – Hai Phong Expressway for favorable land clearance, resources mobilization and guidance in investment implementation.
In February 2022, Hai Phong City People’s Committee had sent a document to Ministry of Planning and Investment proposing Ninh Binh – Hai Phong Expressway Construction's capital from Economic and Social Recovery Program. in which the road length crossing Duong Kinh and Kien Thuy District was about 7km with a designated speed of 100 km/h, road surface’s width of 24.75m equivalent to 04 lanes covered with asphalt concrete. There would be 02 intersections: a three way junction at the beginning of the route with the coastal road and a cloverleaf intercharge with Hanoi-Hai Phong Expressway./.
